COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING AGENDIZED
PROJECTS):
All commissioners present disclosed they had contact with Mario Turner regarding agenda
item no. 6. Commissioners Bacerra and McLoughlin had contact with Thomas Gordon
regarding agenda item no. 1. Commissioners Bacerra, McLoughlin and Bauer received
emails from Tom Lutz and Commissioners McLoughlin and Bauer had contact from Tim
Rush on agenda item no. 2. Commissioner Bacerra received an email from Mike Tardif on
agenda item no. 3. Vice Chairman Mill had contact with Joe Andrade and Sam Romero on
agenda item no. 2.

A project overview was provided by Ivan Orozco, Assistant Planner I. Vice Chairman
Mill opened the public hearing. There were no speakers and the hearing was
closed.
MOTION: Adopt a resolution approving Conditional Use Permit No. 2016-03 as
conditioned.

A project overview was provided by Ali Pezeshkpour, Assistant Planner I. Vice
Chairman Mill opened the public hearing. The commission asked questions
regarding the distillery, occupancy and parking for the facility including valet or
shuttle service for special events.
Ryan Friesen, Robin Christenson, Sean Coolidge, Tamera Brown and Christi Mallari
spoke in support of the project. Sam Romero and Joe Andrade of the Logan
Neighborhood Association, spoke in opposition of the project citing concerns with
parking in the neighborhood. Brian Christenson, applicant, answered questions and
spoke in support of the project. Written communication was received from Art
Eklund from North Santiago LLC and Tim Rush from the Wilshire Square
Neighborhood Association, stating support of the project. There were no other
speakers on the matter and the hearing was closed.

AMENDED MOTION: Adopt a resolution approving Conditional Use Permit No.
2016-04 as conditioned, to modify condition No. 2 and add "The operator of
the establishment shall provide a valet service and/or transportation service to
all attendees of special events to and from the parking structure at the Santa
Ana Regional Transportation Center as first option unless staff sees need to
use other location" and added Condition No. 21 to require an update from staff
after one year to discuss any operational impacts associated with the project.

available to answer questions and spoke in support of the project.

conditioned and Variance No. 2016-01 as conditioned.

A project overview was provided by Vince Fregoso, Principal Planner. Vice
Chairman Mill opened the public hearing. Joe Killingbeck voiced concerns about the
existing use of the property which produces noxious fumes that blow over
neighborhood, he also indicated that cleanup of the soil may be required. There
were no other speakers on the matter and the hearing was closed.
MOTION: Adopt a resolution approving Variance No. 2016-02 as conditioned.

A project overview was provided by Ali Pezeshkpour, Assistant Planner I. Vice
Chairman Mill opened the public hearing. Gustavo De Haro, representing AMCAL,
provided a presentation and answered questions on the proposed development
project and spoke in support of the project. Written communication was received
from Deanne Tate from Veterans First, Cesar Covarrubias from The Kennedy
Commission, Larry Brose from the Orange County Business Council, and Michael
Balsamo from Building Industry Association of Southern California, stating support of
the project. There were no other speakers on the matter and the hearing was
closed.
MOTION: Recommend that the City Council:
1. Approve and adopt the Mitigated Negative Declaration and Mitigation
Monitoring Program, Environmental Review No. 2016-14.
2. Adopt a resolution approving General Plan Amendment No. 2016-01.
3. Adopt an ordinance approving Amendment Application No. 2016-01.

9. PLANNING COMMISSION MEMBER COMMENTS
Commissioner McLoughlin
• Inquired on the status of the report Commander Ken Gominsky's indicated would
be ready in April. Staff will follow up.
• Requested that staff investigate the possibility of city commissioners having
individual city domain email addresses. Staff will research and report back.
Vice Chairman Mill
Requested that staff reach out and include employee unions and employee
associations in discussions on the General Plan Update and be part of the
process as they have vested interest in the city.

scheduled for Monday, April 11, 2016 at 5:30 p.m. in the Council
Chamber, 22 Civic Center Plaza, Santa Ana, California.
