Ed Murashie commented that he was proud to read a Sunset Magazine article focusing
on Santa Ana and thanked the City, City Council, the Historic Resources Commission,
and Hally Soboleske for encouraging the historic registry, encouraged residents to
submit application for their designation and/or Mills Act, and offered to volunteer in any
way possible, as well as thanked Mark McLoughlin for his contribution to the same
effort.

D. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2014-03
Filed by the City of Santa Ana to execute a historic property preservation agreement
with Ira Blitz for the structure located at 301 East Eighth Street (Whitson Home).
MOTION: Recommend that the City Council authorize the City Manager and
Clerk of the Council to execute the attached agreement with Ira Blitz,
property owner, for the structure located at 301 East Eighth Street, subject
to non -substantive changes approved by the City Manager and City
Attorney.
E. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2014-08
Filed by the City of Santa Ana to execute a historic property preservation agreement
with Jack Jakosky for the structure located at 118 West Fifth Street (Ramona Building).
MOTION: Recommend that the City Council authorize the City Manager and
Clerk of the Council to execute the attached agreement with Jack Jakosky,
property owner, for the structure located at 118 West Fifth Street, subject to
non -substantive changes approved by the City Manager and City Attorney.
F. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2014-09
Filed by the City of Santa Ana to execute a historic property preservation agreement
with Jack Jakosky for the structure located at 207 North Broadway (Santora Building).
MOTION: Recommend that the City Council authorize the City Manager and
Clerk of the Council to execute the attached agreement with Jack Jakosky,
property owner, for the structure located at 207 North Broadway, subject to
non -substantive changes approved by the City Manager and City Attorney.
G. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2014-11
Filed by the City of Santa Ana to execute a historic property preservation agreement
with Miller -Burg -DuPont, Inc., for the structure located at 102 West Fourth Street (First
National Bank Building).
MOTION: Recommend that the City Council authorize the City Manager and
Clerk of the Council to execute the attached agreement with Miller -Burg -
DuPont, Inc., property owner, for the structure located at 102 West Fourth
Street, subject to non -substantive changes approved by the City Manager
and City Attorney.

MOTION: Recommend that the City Council authorize the City Manager and
Clerk of the Council to execute the attached agreement with Gilbert and
Wanda Marrero, property owners, for the structure located at 204 North
Broadway, subject to non -substantive changes approved by the City
Manager and City Attorney.

Commissioner McLoughlin disclosed that he spoke with Sally Salisbury (agenda item 2)
regarding application submission information.
PUBLIC HEARINGS
1. HISTORIC RESOURCES COMMISSION APPLICATION NO. 2014-02 AND HISTORIC
REGISTER CATEGORIZATION NO. 2014-02
Application filed by Elizabeth Hoffman to allow the placement and categorization in the
Santa Ana Register of Historical Properties as Key for the property located 2415 North
Bonnie Brae (Judge Allen House).
Legal notice was published in the Orange County Reporter on September 17, 2014 and
notices mailed on September 19, 2014.
A project overview was provided by Hally Soboleske, Associate Planner. Chairman Mill
opened the public hearing. Craig Hoffman, homeowner, thanked staff and spoke in
support of the recommendation. There were no other speakers and the hearing was
closed.

Application No. 2014-02 and Historic Register Categorization No. 2014-02.

Vince Fregoso
• Introduced himself to the Commission as the Commission's assigned staff in place
of Sergio Klotz.
Hally Soboleske
• Mentioned that AB 1999 (state tax credit) was vetoed by Governor Brown, but hopes
another bill will come forward in the future that would offer state tax credit, aside
from the federal tax credit applicable only for commercial properties.
HISTORIC RESOURCES COMMISSION COMMENTS
Commissioner Hitterdale
• Apologized for missing prior meetings, but circumstances have changed and
anticipates full participation in future meetings.
Commissioner Bustamante
• Mentioned that Orange Coast Magazine named Floral Park as the best
neighborhood and that Santa Ana was 20th in place in the Forbes Top 100 Coolest
Cities designation.
Vice Chair Christy
• Thanked staff for the presentations and welcomed Karen Gerardo and Vince
Fregoso to the Commission.

• Thanked Ms. Salisbury and Mr. Hoffman for coming to speak about their items.
Commissioner Garcia
• Welcomed Vince Fregoso to the Commission.
• Echoed the pride in hearing great news about Santa Ana.
• Informed the Commission about the SOMOS Ciclovia event on October 5.
Commissioner McLoughlin
• Thanked Hally Soboleske for her hard work and work required on next meeting's
high volume of applications submitted to take advantage of the lowered fee. He
encouraged more homeowners to apply and hoped to have information on cost
impacts in first quarter of 2015.
Chairman Mill
• Stated that the recent positive articles about Santa Ana only confirm what he has
known and is proud to be a resident of the city.
