COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING AGENDIZED
PROJECTS):
Chairman Gartner, Commissioners Bacerra, Verino and Bauer disclosed had
communication with Pamela Sapetto on Agenda item No. 1.

1. CONDITIONAL USE PERMIT NO. 2016-18
(Applicant: David Gregory, Certified Transportation - 628 East Washington Avenue)
Legal notice published in the Orange County Reporter on June 3, 2016 and notices
mailed June 2, 2016.
Commissioner Alderete arrived at 6:11 p.m.
A project overview was provided by Hally Soboleske, Senior Planner. Chairman
Gartner opened the public hearing. Joe Andrade spoke in opposition of the project
and provided Commissioners with a copy of the Logan Neighborhood challenges.
Sam Romero, Michael Andrade and Cecelia Rodriguez spoke in opposition of the
project citing the impacts the buses have on the residents. Comments addressed
operations at the Washington Avenue site as well as a second site operated by the
business on Custer Street. David Gregory, applicant, and Pamela Sapetto,
representing applicant, answered questions and spoke in support of the project.
Discussion ensued on hours of operation and maintenance of buses. There were no
other speakers on the matter and the hearing was closed.
MOTION:
Continue the matter to the July 11, 2016 Planning Commission meeting at the
request of applicant.

A project overview was provided by Jessica Aguilar, Planning Technician. Chairman
Gartner opened the public hearing. Ms. Aguilar noted she received a call from the
owner of the Orleans Square Office building in opposition of the project. Juvenito
Gonzalez, applicant, was available for questions. There were no other speakers on
the matter and the hearing was closed.

A project overview was provided by Ivan Orozco, Assistant Planner I. Chairman
Gartner opened the public hearing. The general manager of the Best Western Hotel
noted concern and issues from the previous hotel and inquired what new owners will
do to ensure it will not become a nuisance. Dishal Mirpuri, owner, and Doug Melvin,
manager, answered questions noted they have addressed issues, made
improvements, and spoke in support of the project. There were no other speakers
on the matter and the hearing was closed.

COMMENTS
5. PLANNING MANAGER UPDATES
Candida Neal:
• General Plan Video
Provided an update on the General Plan Update community meetings noted
they are nearing the end of the community participation program designed to
receive input, noted the last component is a youth program spearheaded by
local youth over the summer, and presented a video that was shown at the
community meetings that describes what a General Plan is.

Verny Carvajal:
➢ Noted he is the project manager for the General Plan Update, added staff is
working tirelessly to get out to all members of the community, noted they
partnered with the youth with meetings being hosted by KidWorks, and
provided an update on the next steps.
6. PLANNING COMMISSION MEMBER COMMENTS
Commissioner Bauer:
Thanked Verny Carvajal and noted appreciation for all the work being done in-
house.
Commissioner McLoughlin:
• Thanked staff for the video adding this is a good start with more work to be done
in hopes in the end it will be a great plan.
• Noted at last year's economic development GROW Conference, the biggest
comment was there was not enough discussion on education, noted there was
not enough on education on the video indicating education is a key factor in
planning strategy and need to devote more to that.
Commissioner Verino:
Noted great job on the video and noted appreciation for all the work.
Commissioner Alderete
Enjoyed the video and glad to hear on the amount of input from the community.
Commissioner Bacerra
• Commented the video was excellent with great captions and great views of the
city.
• Attended the Santa Ana Street Breakfast in downtown the past Sunday noting it
was success and nice to see community with difference of opinions come
together and have a good time, and thanked Ryan Smolar, Madelyn Spencer and
Victor Negrete who helped put event together.

Thanked staff for the great video.
ADJOURNED 7:10 P.M. - The next meeting of the Planning Commission is
scheduled for Monday, July 11, 2016 at 5:30 p.m. in the Council
Chamber, 22 Civic Center Plaza, Santa Ana, California.
