MEMORANDUM

Re: Follow-up to City Manager Memorandum
At the September 6, 2016, city council meeting, City Manager Cavazos presented a
memorandum regarding public safety statistics for the police department, utilizing data
from both the Santa Ana Police Department's (SAPD) official records as reported to the
Federal Bureau of Investigations (FBI) by the SAPD and data from the FBI, UCR Data Tool.
After the presentation, the Mayor requested that staff provide current, relevant data.
Specifically, asked for was:
• Data reference Violent Crime from 2013 to present,
• Number of Shootings for 2014, 2015 and year to date, and
• Number of Homicides year to date
As illustrated in the city manager's now new memorandum, the Mayor did not ask for the
FBI Crime Index which represents a percentage of Part 1 Violent Crimes, Property
Crimes and Thefts. Factoring and averaging in Thefts and Property Crimes distorts the
true Violent Crime Picture because now Thefts and Property Crimes are utilized in
averaging down Violent Crime Data thus skewing the true violent crime picture in our
community. If the city manager is going to provide this information, FBI Index, then it
should be properly disclosed, accurate and complete. His graph is neither. Utilizing the
"Exhibit 1 - Attachment A" he provided, the number illustrated for 2010 is different on
the Attachment A from his graph (2378 vs. 2493). Also, the Exhibit 1 has data for 2015
but why is it not included in the graph? From the data provided in his memorandum the
FBI Crime Index is up 26.74%from 2014 to 2015 (see graph below).

The requested information was the data for Violent Crime since 2013. According to the
Exhibit 1- Attachment A provided by the city manager, Violent Crime is up 51.87% from
2013 to 2016 year to date (see graph below).

In response to the Mayor's request for Homicide data, I believe it's relevant to provide
real time data and statistics that are important and current now. Below is the data on
Homicides since 2013 through today versus data 25 years old.

In closing, the FBI does not document "shootings" unless it involves a Part 1 offense such
as murder, rape, robbery, etc., but the Santa Ana Police Department does contrary to
what is being said. This is evident by the monthly "Analysis of Shootings & Assault with
Deadly Weapons Case ' document that is reported by the Santa Ana Police
Department's, Criminal Investigations Division, Crime Analysis Unit. This analytical report
created by the SAPD is a valuable tool in tracking shootings, identifying crime trends,
probability analysis, etc. and in such, shootings should continue to be tracked and
analyzed as part of police investigative best practices.
There has been conversation of addressing this amongst many issues at the Public
Safety Committee but, unfortunately, the July, May and March meetings have been
cancelled. In fact, there has not been a regularly scheduled Public Safety Committee
meeting since January 26th of this year.
