Current Deployment-7 Officers to provide safety and security in the Civic
Center from Sunday through Friday between 5:30am and 10:30pm. Duties
include enforcement of quality of life issues which may include any and all
violations of the Santa Ana Municipal Code or California State Law. Officers
also outreach to the homeless through the H.E.A.R.T. Program.
Proposed Enhanced Services
The additional 7 officers would be dedicated to the Civic Center on a
24/7 coverage for 120 days.Additionally the Orange County Probation
Department has allocated 2 probation officers to be assigned to the
Civic Center and co-located with our Civic Center officers. The increase
police presence will result in the following:
◦Increased police presence to include 24 hours a day and 7 days a week for 120 days
◦Increased enforcement of Municipal and State laws including but not limited to
quality of life issues such as camping, excessive property storage, urinating and
defecating in public;
◦Improve monitoring of weekend activities which often increases the homeless
population.
◦Increase the monitoring of offenders on probation
◦Increase outreach through the HEART program to 20-30 hours per week from 10-20
hours.

Current Deployment-Existing three security guards focus on the interior
of City Hall/Ross Annex and provide a strong presence in the main lobby.
Four guards are currently also assigned to the Santa Ana Public Library.
Proposed Enhanced Services-Five additional G4S security guards would
allow for the following enhanced security of the Civic Center:
Additional five G4s security guards will increase total private security in
the Civic Center to 11 security guards
Additional security guards will allow for enhanced presence along the
perimeter of buildings in the Civic Center and will be dedicated to the
Courthouse/Library parking structure and Superblock parking structure
Security guards will be available to escort public and government
employees to and from the Courthouse/Library and Superblock parking
structures
Enhanced security will provide coverage of City Hall/Ross Annex
between the hours of 6:00 a.m. to 10:00 p.m. Monday through Friday
(excluding closed Fridays)
