Commissioner Bacerra recused himself and abstained from item noting he had
worked on the project.
A project overview was provided by Vince Fregoso, Principal Planner. Chairperson
Verino opened the public hearing. Ralph Hastings, architect of project, spoke in
support and available for questions. There no other speakers and the hearing was
closed.

conditioned with added condition to void CUP No. 2004-10 upon recordation of
lot merger.

A project overview was provided by Ricardo Soto, Associate Planner. Chairperson
Verino opened the public hearing. Written communication received in support of the
project from Dave Hoen. Written communication received in opposition of the
project from Angie Blas. Joe Nguyen, representing applicant, answered questions
and spoke in support of the project. There were no other speakers and the hearing
was closed. Commission discussion ensued on the fencing, 24-hour operation,
lighting, security plan and trash enclosure accessibility.
AMENDED MOTION:
Adopt a resolution approving Conditional Use Permit No. 2016-12 as
conditioned with added conditions that the north fence go 90 degrees from the
wall between the existing residential and the north corner of the building and
the wall on the south side be moved up to go flush, with consideration of
access to the new trash enclosure, and landscaping planted to mask the wall
to deter graffiti.

A project overview was provided by Vince Fregoso, Principal Planner. Chairperson
Verino opened the public hearing. Written communication received in opposition of
the project from Steve Hardy. Garrick Batt and Jeff Sherman, representing the sign
company, answered questions and spoke in support of the project. Steve Hardy
spoke in opposition of the project noting concern for the digital sign. Commission
discussion ensued on the electronic sign. There were no other speakers and the
hearing was closed.
AMENDED MOTION:
Adopt a resolution approving Regional Planned Sign Program No. 2016-02 as
conditioned with an additional condition requiring the digital component of the
31 foot tall electronic sign hours of operation from 6:00 a.m. to 11:00 p.m.

Candida Neal
• Noted in binders was an article about general meetings and contact her if you
have any questions.
8. PLANNING COMMISSION MEMBER COMMENTS
Commissioner Mendoza
• Noted she is happy to be here adding she will learn a lot from fellow
Commissioners.
Commissioner McLoughlin
• Noted the neighborhood Police representative was unaware of the activity at the
property on 17th Street adding concern on communication between Code
Enforcement and Police Department. Candida Neal will relay concerns to the
Code Enforcement Division and Police Department.
• Inquired on the status of the crime statistics information that was to be provided
by Ken Gominsky. Candida Neal will follow up with Commander Gominsky.
Vice Chair Bauer
• Noted his excitement that fellow Commissioners are utilizing their authority in a
constructive manner on the 17th Street project and would like to see this more
with future projects and issues.
Commission Gartner
• Welcomed Commissioner Mendoza.
• Announced he will not be in attendance at October 10, 2016 meeting.
Chairperson Verino
• Announced she not be in attendance at the October 10, 2016 meeting.
ADJOURNED 6:41 P.M. - The next meeting of the Planning Commission is
scheduled for Monday, October 10, 2016, 2016 at 5:30 p.m. in the
Council Chamber, 22 Civic Center Plaza, Santa Ana, California.
