Award contracts for water meter vault replacement services for a three-year period expiring
October 31, 2019, with provisions for a two-year renewal option exercisable by the City Manager
and City Attorney, in an annual amount not to exceed $425,000, subject to nonsubstantive
changes approved by the City Manager and City Attorney, with the following vendors:

DISCUSSION
The Public Works Agency Water Resources Division owns and maintains approximately 520 large
water meter vaults for water services that are larger than three inches in diameter. The system is
aging and many of the large water meter vaults need rehabilitation or replacement to allow safe
access for City maintenance personnel. Improved vault covers and entries will help to address
potential tripping hazards and provide safer walkways throughout the city.
The notice inviting bids was advertised on August 17, 2016 on the City's online bid management and
publication system. A summary of the bid invitations and bids received is as follows:

Bids were opened on September 15, 2016, and evaluated (Exhibit 1). The bids received from the
recommended vendors are responsive to the specifications, meet the City's requirements, and
comply with prevailing wage requirements. Staff recommends awarding contracts to the three
lowest bidders to allow for competitive quotes on individual jobs and scheduling flexibility.
STRATEGIC PLAN ALIGNMENT
Approval of this item supports the City's efforts to meet Strategic Plan Goal #6 — Community
Facilities & Infrastructure, Objective #2 (address deferred maintenance on City buildings and
equipment).
FISCAL IMPACT
Funds in the amount of $425,000 are available FY 2016-17 Water Quality and Measurement
Account (No. 06017644-62300). Subsequent funding of $425,000 annually will be budgeted and
made available in FY 2017-18, FY 2018-19, FY 2019-20 and FY 2020-21, if the renewal option is
exercised.
