Authorize a one-time purchase and payment of purchase order to Ferguson Enterprises for the
purchase of an insertion valve system in the amount of $107,025, plus a contingency of $2,500
for a total amount of $109,525, subject to nonsubstantive changes approved by the City Manager
and City Attorney.
DISCUSSION
The Public Works Agency Water Resources Division operates, maintains, and repairs
approximately 480 miles of water main, 7,000 distribution valves, and 4,900 fire hydrants. From
time to time, repair work is necessary on water mains that would traditionally require customer
water shut -offs for several hours. To minimize customer outages, the water maintenance division
has been using the EZTM Valve system when the need to do so arises. The EZTM system can add
a new water main valve or perform a pipeline isolation without service interruption to surrounding
customers. It is innovative technology that the City has used with great success for over seven
years. Due to frequent use, the existing equipment needs replacement and additional EZTM
valves are needed for future installations.
The notice inviting bids was advertised on September 7, 2016 on the City's online bid
management and publication system. A summary of the bid invitations and bids received is as
follows:

Bids were opened on September 21, 2016, and evaluated. Bid results are as follows:

The bid received from Ferguson Enterprises, a Santa Ana vendor, is responsive to the
specifications and meets the City's requirements.
STRATEGIC PLAN ALIGNMENT
Approval of this item supports the City's efforts to meet Strategic Plan Goal #6 — Community
Facilities & Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for
all City assets), Strategy C (invest resources and technology to extend the service life of existing
infrastructure to protect the City's investment and support a high quality of life standard).
FISCAL IMPACT
Funds in the amount of $107,025 plus a contingency of $2,500 are available in FY 2016-17
Water System Maintenance Account No. (06017641-66400).
