MINOR EXCEPTION NO. 2016-02 (Applicant: Danny Nguyen, 5321 West First Street) MOTION: Confirm the Zoning Administrator's action approving Minor Exception No. 2016-02 as conditioned. * * * END OF CONSENT CALENDAR * * * *TELECONFERENCE - Commissioner Eric Alderete participated in the meeting via teleconference from The Rittenhouse Hotel Lobby, 210 West Rittenhouse Square, Philadelphia, PA 19103. All Brown Act requirements were met for this occurrence. PLANNING COMMISSION MINUTES 1 OCTOBER 24, 2016 BUSINESS CALENDAR COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING AGENDIZED PROJECTS): Commissioner Gartner disclosed he will abstain and recuse himself from his project, Agenda Item No. 1. 1. SITE PLAN REVIEW NO. 2016-04 (Applicant Orange Coast Subaru — 1350 South Auto Mall Drive) A project overview was provided by Vince Fregoso, Principal Planner. MOTION: Adopt a resolution approving Site Plan Review No. 2016-04 as conditioned. CONDITIONAL USE PERMIT NO. 2016-36 AND VARIANCE NO. 2016-07 (Applicant: James Gartner, 4414 Westminster Avenue LLC (Two Thumbs Up Car Wash) - 4412 Westminster Avenue) Matter continued from the September 10, 2016 Planning Commission meeting. Legal notice published in the Orange County Register on September 30, 2016 and notices mailed September 29, 2016. Commissioner Gartner recused himself and departed meeting. A project overview was provided by Vince Fregoso, Principal Planner. Chairperson Verino opened the public hearing. William Prescott, property owner and applicant, spoke in support of the project. As property owner of the mobile home park to the south, Mr. Prescott spoke to his tenants about the proposed project. Marlund Hale, noise control engineer, spoke in support and answered questions. James Gartner, project architect, answered questions on the design. There were no additional speakers and the hearing was closed. *Commissioner Alderete terminated the teleconference at 6:21 p.m. and did not return to the meeting. Commission discussion ensued on the noise levels, sound study, hours of operation, adjacent residential, design and height of building, stacking of vehicles, and the taking project to the Design Review Committee. Motion by Commissioner McLoughlin to approve and add condition to establish acceptable decibel levels as recommended by staff. PLANNING COMMISSION MINUTES 2 OCTOBER 24, 2016 Candida Neal, Planning Manager, noted staff would like to meet with noise consultant, review and discuss the report on the standards and exterior and interior noise levels in residential areas. Commissioner McLoughlin withdrew motion. SUBSTITUTE MOTION: Continue the item to the November 28, 2016 meeting and refer to Design Review Committee with the stipulation that staff look into the noise standards and compare with other car washes and come back working with application recommendations to mitigate the noise and potential queuing impacts. SAFE MOBILITY SANTA ANA PLAN Item continued from September 26, 2016 meeting. Fred Mousavipour, Public Works Agency Executive Director, spoke on the Safe Mobility Santa Ana Plan with the goal to reduce the number of vulnerable roadway users injured in collisions. Introduced Active Transportation Coordinator Corey Wilkerson, who provided a PowerPoint Presentation and discussed the goal of the program, recent successes, spoke on the city's ranking from the state, pedestrian and bicycle collisions, the high collision network, met with other agencies for a comprehensive approach, proposed improvements, education campaign, enforcement strategies & recommendations, phases and cost to implement programs. ABSENCES EXCUSED ABSENCES - None PLANNING MANAGER UPDATES Candida Neal PLANNING COMMISSION MINUTES 3 OCTOBER 24, 2016 • Attended the awards ceremony celebrating Downtown Santa Ana's Great Neighborhood national award from the American Planning Association, noted it was a lovely event and screened "Urbanized". • Reminded Commissioners of the GROW conference being held on October 25. • Noted signed Planning Commission resolutions were not updated for the City Council packet. In the future, resolutions will be updated prior to Council review. • Commented on the noticing for public hearings noting agendas are sent to neighborhood associations with direct contact to the association president for any projects in their neighborhood. 1�1 6. PLANNING COMMISSION MEMBER COMMENTS Commissioner Bacerra • Attended the awards ceremony for the Downtown Santa Ana Great Neighborhood award and thanked Commissioner Lisandro Orozco for the nomination. • Thanked staff for outreach to the community on the General Plan Update and requested a standing agenda item to get updates on the progress so the Commission can be more engaged as items are being drafted. Chairperson Verino • Was not able to attend the Great Neighborhood Award event and inquired if "Urbanized" is available for viewing. Ms. Neal noted it is a movie that was previewed at the theater. ADJOURNED 7:29 P.M. - The next meeting of the Planning Commission is scheduled for Monday, November 14, 2016, 2016 at 5:30 p.m. in the Council Chamber, 22 Civic Center Plaza, Santa Ana, California.
