DISCUSSION The State Department of Parks and Recreation has been delegated the responsibility by the Legislature of the State of California for the administration of the Youth Soccer and Recreation Development Program. The resolution will allow the City to apply for state funding for a park improvement project. The proposed project would allow for the replacement of the natural turf field at Santa Anita Park, with the installation of the synthetic turf. Through the completion of this project and with the existing sports lighting already installed, the field would be open for community use for extended periods of time all year long. The new synthetic field would also provide for the city's continued efforts to conserve water as mandated by the state and local regulations. In addition to the synthetic field, the landscaping around the site would be replaced with drought tolerant vegetation, further improving our water conservation efforts. STRATEGIC PLAN ALIGNMENT Approval of this item allows the City to meet Goal #5 - Community Health, Livability, Engagement & Sustainability, Objective #4 (Support neighborhood vitality and livability), Strategy A (Support the design and construction of parks to provide increased open space and opportunities for recreation throughout the city, construct the Roosevelt Walker Park and Community Center, and develop concepts and proposals for the Library Park in the Civic Center and Centennial Santa Ana River Eco- Park). 55B -1 Resolution for Youth Soccer and Recreation Development Program Grant Application December 6, 2016 Page 2 FISCAL IMPACT There is no fiscal impact associated with this action. Resolution 55B -2 ROH — 11 /07/16 RESOLUTION NO. 2016 -XXX A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA APPROVING THE APPLICATION FOR YOUTH SOCCER AND RECREATION DEVELOPMENT PROGRAM GRANT FUNDS BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The City Council of the City of Santa Ana hereby finds, determines and declares as follows: A. The State Department of Parks and Recreation has been delegated the responsibility by the Legislature of the State of California for the administration of the Youth Soccer and Recreation Development Program, setting up necessary procedures governing the application. B. Said procedures established by the State Department of Parks and Recreation require the Applicant to certify by resolution the approval of application before submission of said application to the State. C. Successful Applicants will enter into a contract with the State of California to complete the Grant Scope project. Section 2. The City Council of the City of Santa Ana hereby approves the filing of an application for the Youth Soccer and Recreation Development Program Grant Funds for site work and amenities at Santa Anita Park, and: A. Certifies that the City has or will have available, prior to commencement of any work on the project included in this application, the sufficient funds to complete the project; B. Certifies that if the project is awarded the City has or will have sufficient funds to operate and maintain the project; C. Certifies that the City has reviewed, understands, and agrees to the General Provisions contained in the contract shown in the Grant Administration Guide; D. Delegates the authority to the City Manager or the Executive Director of the Parks, Recreation & Community Services Agency to conduct all negotiations, sign and submit all documents, including, but not limited to �It Resolution No. 2016 -XXX Page 1 of 3 applications, agreements, amendments, and payment request, which may be necessary for the completion of the Grant Scope; and, E. Agrees to comply with all applicable federal, state and local laws, ordinances, rules, regulations and guidelines. Section 3. This Resolution shall take effect immediately upon its adoption by the City Council and the Clerk of the Council shall attest to and certify the vote adopting this Resolution.
