The Fair Housing Council of Orange County is writing this letter in support of THRIVE Santa
Ana, and of Santa Ana Building Healthy Communities (SABHC), in their effort to establish a
community land trust (CLT) in Santa Ana. A CLT can be an important tool in work to foster
neighborhoods that are healthy, vibrant, and diverse. Further, we invite our non-profit
colleagues, developers, funders, other agencies, and the City of Santa Ana, to provide what
resources can be made available for this endeavor. We pledge the support of our own
organization to help facilitate development efforts on land acquired by this CLT. Together, we
can create sustainable development that benefits all Santa Ana residents.
As a federal entitlement jurisdiction the City of Santa Ana has an obligation to take meaningful
actions to affirmatively further fair housing (AFFH). We believe that supporting a CLT could be
such an action. Development through a CLT structure can help enhance affordable housing

and economic opportunities that can help break down patterns of segregation. Opening up
opportunity and ending segregation are key goals of the AFFH requirement.
Furthermore, we believe in the principles embodied in the Community Reinvestment Act,
which requires financial institutions to reinvest to help meet the needs of the low -and -
moderate income neighborhoods in the areas in which they conduct business. Congress
passed this Act in 1977 to reduce discriminatory credit practices against low-income
neighborhoods and to encourage the growth of opportunity in those neighborhoods.
Establishing a CLT can give these institutions an added and important vehicle through which
they can make such reinvestments in Santa Ana.
We are aware that the City of Santa Ana currently owns at least 90 vacant parcels, as well as
other underutilized properties, some of which are viable for donation to the CLT. In this letter
we encourage the City of Santa Ana, and all agencies with such ability, to facilitate the
transfer of these parcels to the CLT, in order to enable development that will be affordable,
inclusive, and meet such urgent local needs as housing, open space, and economic
opportunities.
