CA 92701 THRIVE Santa Ana c/o Nancy Mejia, MPH, MSW Director of Community Engagement and Advocacy Programs Latino Health Access 450 W 4th St, Suite 130 Santa Ana, CA 92701 To Whom It May Concern: qw The Fair Housing Council of Orange County is writing this letter in support of THRIVE Santa Ana, and of Santa Ana Building Healthy Communities (SABHC), in their effort to establish a community land trust (CLT) in Santa Ana. A CLT can be an important tool in work to foster neighborhoods that are healthy, vibrant, and diverse. Further, we invite our non-profit colleagues, developers, funders, other agencies, and the City of Santa Ana, to provide what resources can be made available for this endeavor. We pledge the support of our own organization to help facilitate development efforts on land acquired by this CLT. Together, we can create sustainable development that benefits all Santa Ana residents. As a federal entitlement jurisdiction the City of Santa Ana has an obligation to take meaningful actions to affirmatively further fair housing (AFFH). We believe that supporting a CLT could be such an action. Development through a CLT structure can help enhance affordable housing 1516 Broohhallow Drive, Suite A,SantaAnafA92705 website: www.faithousingoc.org and economic opportunities that can help break down patterns of segregation. Opening up opportunity and ending segregation are key goals of the AFFH requirement. Furthermore, we believe in the principles embodied in the Community Reinvestment Act, which requires financial institutions to reinvest to help meet the needs of the low -and - moderate income neighborhoods in the areas in which they conduct business. Congress passed this Act in 1977 to reduce discriminatory credit practices against low-income neighborhoods and to encourage the growth of opportunity in those neighborhoods. Establishing a CLT can give these institutions an added and important vehicle through which they can make such reinvestments in Santa Ana. We are aware that the City of Santa Ana currently owns at least 90 vacant parcels, as well as other underutilized properties, some of which are viable for donation to the CLT. In this letter we encourage the City of Santa Ana, and all agencies with such ability, to facilitate the transfer of these parcels to the CLT, in order to enable development that will be affordable, inclusive, and meet such urgent local needs as housing, open space, and economic opportunities. Fair Housing Council of Orange County stands ready to assist in such efforts to reduce income inequality, end patterns of segregation and to expand economic opportunities for low-income residents of Santa Ana. We look forward to assisting SABHC and THRIVE Santa Ana in fulfilling this mission. Sincerely, Denise Y. (AMCAL) is writing to express our support of the Community Land Trust (CLT) initiative proposed by THRIVE Santa Ana and Santa Ana Building Healthy Communities (SABHC). We are familiar with the Land Trust model and the many benefits itcan bring to a community. Most recently, ANICAL partnered with the City of Irvine and the Irvine Community Land Trust (an independent non-profit organization) to create Alegre Apartments —;an families and special needs resi Community Land Trust under kind in Orange County. — first of its Affordable housing is one example of what can be accomplished using the CLT model to forri creative public-private partnerships, and we believe it can bring similar benefits to the City of Santa Ana. We understand the City of Santa Ana controls' approximately 90 vacant lots, including those with the potential to address various community needs. We encourage the City of Santa Ana to consider the CLT initiative as a strategy to tam vacant underutilized properties into long-term community assets. AMCAL has extensive experience in these types of public-private partnerships. We support this initiative and thank you for your consideration.
