TO ❑ Ordinance on 1 dRead i g 0 Ordinance on 2 Reading PROVIDE ALLEY AND PARKWAY 0 Implementing Resolution CLEAN—UP ❑ Set Public Hearing For CONTINUED TO tir. e., FILE NUMBER A-2002-080 CITY MANAGER r'' RECOMMENDED ACTION Direct the City Attorney to prepare and authorize the Clerk of the Council and the City Manager to execute an amendment to the agreement with Waste Management Inc. in the amount of $76, 800 to provide alley and parkway clean-up. DISCUSSION The Council Committee for Neighborhood Improvement/Code Enforcement (NICE) has met with staff to develop alternatives for improving the cleanliness of the City. The following is a proposal that the committee members (Councilmembers Bist and Christy) recommend for consideration by the City Council . Currently the City has limited resources available for removal of illegally dumped debris in alleys and parkways . The Maintenance Division has two part-time personnel to remove items from the 330 alley segments and parkway areas . Due to the volume of debris, the part-time crew is responding to requests for alley clean up on a first call, first served basis and is responding to an average of five calls per day. Waste Management and City staff developed and reviewed a number of alternatives . Based on the low cost of these alternatives, the Committee is recommending the following for implementation. Parkway Clean-up One Week Following Garage Sales • Garage sales are held on the first full weekend of the months of March, June, September and December. The next garage sale will be held on the weekend of September 7-8, 2002; added clean-up will occur the week of September 9-14th (Monday through Saturday) . Page 181 25 . 0 . May 20, 2002 Page 2 • With this service 2 men in a front-load vehicle will spend 60 hours, moving through the neighborhoods, picking up debris left in the parkways from the garage sales . This service will occur 4 times a year. • Since garage sales are held primarily by residential customers, the cost of the service ($19, 200 per year) will be charged to the curbside customer. The added cost will be $ . 04 per month. Alley Clean-Up Following the 1st of the Month in Problem Locations • Increased dumping in the alleys occurs following the 1st of the month when apartment and commercial tenants move. Additional clean- up will be added the week following the 1st of each month (Monday through Saturday) . • With this service 2 men in a front-load vehicle will spend 60 hours picking up debris left in the alleys . The service will be focused in those areas of the City where we traditionally have problems with illegally dumped debris . (Exhibits 1 and 2) . This service will occur 12 times a year. • Since the apartments and businesses generate this added debris, the cost of the service ($57, 600 per year) will be charged to commercial and apartment customers . The added monthly cost is shown on Exhibits 3 and 4 and will vary with the refuse service of the individual business/apartment complex. The two part-time maintenance personnel in the City' s Maintenance Division currently assigned to alley clean up will continue with that service. It is recommended that the City augment its current services with these two alternatives on a trial basis and evaluate their effectiveness at the end of a one-year period. ENVIRONMENTAL IMPACT There is no environmental impact associated with this action. FISCAL IMPACT Implementation of the recommended alternatives will require an increase in refuse rates . The cost to add the parkway maintenance will be $ . 04 (from $13 . 74 to $13 . 78 per month) for each curbside customer. 25 . 0 . Page 182 Amendment to Agreement With Waste Management Inc.
