NO. 17 -025) {STRATEGIC PLAN NO. 6, 1} CITY ANAGER RECOMMENDED ACTION CLERK OF COUNCIL USE ONLY. ❑ As Recommended ❑ As Amended Ordinance on 1" Reading ❑ Ordinance on 2nd Reading ❑ Implementing Resolution ❑ Set Public Hearing For CONTINUED TO FILE NUMBER Award a contract to Golden Bell Products, Inc., for treatment of sanitary sewer manholes with insecticidal latex coating for a one -year period expiring March 31, 2018, with provisions for three one -year renewals, in an annual amount not to exceed $100,000, subject to nonsubstantive changes approved by the City Manager and City Attorney. DISCUSSION The Public Works Water Resources Division maintains a sanitary sewer system consisting of 390 miles of pipelines and 8,000 manholes. Bug and insect infestation is controlled by applying insecticide in sewer manholes. The use of insecticidal latex coating provides a cost - effective manhole treatment that remains in effect for several years after application. Due to the required specialized materials and equipment, the City contracts with a private company for this work. Golden Bell Products, Inc. holds the sole distribution and application rights for insecticidal latex coating within the state of California. It provides treatment services to the Los Angeles County Sanitation District, as well as to approximately 60 other cities and agencies in California, and has been providing this service to the City of Santa Ana for the past ten years. Their work has been of high quality with effective cockroach control continuing well beyond the two -year warranty period. The proposed contract will provide treatment for approximately 4,000 sanitary sewer manholes per year. STRATEGIC PLAN ALIGNMENT Approval of this item supports the City's efforts to meet Goal #6 — Community Facilities & Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City assets). 22C -1 Contract Award for Treating Sanitary Sewer Manholes March 7, 2017 Page 2 FISCAL IMPACT Funds in the amount of $100,000 are available in the FY 2016 -17 Sanitary Sewer Service Account (No. 05617640- 62300). Upon exercising the three one -year renewals, an annual amount of $100,000 will be budgeted and made available in FY 2017 -18, FY 2018 -19, and FY 2019 -20 Sanitary Sewer Service Account (No. 05617640 - 62300).
