RESOLUTION NO. 2015-04
A RESOLUTION OF THE ZONING ADMINSTRATOR OF
THE CITY OF SANTA ANA APPROVING MINOR
EXCEPTION NO. 2015-04 AS CONDITIONED TO ALLOW
A REDUCTION IN THE OFF-STREET PARKING
REQUIREMENTS FOR THE PROPERTY LOCATED AT
2320 PULLMAN STREET
BE IT RESOLVED BY THE ZONING ADMINISTRATOR OF THE CITY OF
SANTA ANA AS FOLLOWS:
Section 1. The Zoning Administrator of the City of Santa Ana hereby finds,
determines and declares as follows:
A. Applicant is requesting approval of Minor Exception No. 2015-04 to allow a
reduction in the off-street parking requirements in order to construct a 4,900
square foot addition at the property located at 2320 Pullman Street.
B. Santa Ana Municipal Code Section 41-638.1 requires approval of a Minor
Exception to allow a reduction in the off-street parking requirements in order
to construct a 4,900 square foot addition for an existing
industrial/manufacturing facility in the Light Industrial (M1) zoning district.
C. The applicant is requesting approval of a Minor Exception from Section 41-
1390 and 1391 of the Santa Ana Municipal Code (SAMC) to allow a
reduction in parking for the proposed building expansion. Pursuant to
Sections 41-1390 and 1391, two (2) parking spaces are required for each
1,000 square feet of production area, and one parking space is required
for each 1,000 square feet of warehouse area. As proposed, a total of 36
parking spaces are required, while 34 spaces are provided.
D. On December 16, 2015, the Zoning Administrator held a duly noticed
public hearing on Minor Exception No. 2015-04.
E. The Zoning Administrator determines that the following findings, which
must be established in order to grant this Minor Exception to Santa Ana
Municipal Code (SAMC) Section 41-638.1, have been established for
Minor Exception No. 2015-04 to allow the reduction in off-street parking:
Section 41-632(3)(g) of the SAMC gives the City the ability to allow
a parking reduction through the minor exception process of up to a
maximum of 20 percent (20%) of the required parking spaces. In
addition, Section 41-638.1(e) allows the possibility of a minor
exception provided that the City can establish that the parking

reduction effect would not substantially increase difficulties of
vehicle maneuverability or traffic congestion.
F. The Zoning Administrator determines that the following additional findings
of fact warrant approval of the Minor Exception:
The site is a triangular shaped parcel with frontages on both Warner
Avenue and Pullman Street. The existing building was constructed
in 1973 with a 30 -foot setback along both Warner Avenue and
Pullman Street. Due to the site constraints provided by the building
footprint, shape of the site and existing site circulation as well as the
need for expansion in order for Axiom Materials to remain at this site,
the parking reduction is necessary. Since Axiom Material has two
distinctive uses including manufacturing and warehouse at this
location, a shared parking scenario is being evaluated. The
proposed operation will allow two shifts between the warehouse
and manufacturing uses with 25 employees. The facility will
operate with 15 employees in the manufacturing area during the
day and 10 employees in the warehouse during the evenings which
will not create a conflict in the parking demand on-site. Further, as
the parking demand for the proposed expansion is expected to be
similar to the current use, no additional traffic congestion is
anticipated from the proposed expansion. A review of the project
by the Public Works Agency did not identify a need for any type of
traffic mitigation for the proposed expansion. Finally, adequate
traffic systems and controls are found in the vicinity of the property
that will mitigate any potential impact, including traffic signals, stop
signs and medians.
G. The proposed project meets all provisions of the zoning code (SAMC
Chapter 41), including lot size, lot frontage, landscaping, setbacks and lot
coverage. In addition, the proposed building expansion will allow an
existing manufacturer to stay and grow at the current location as well as
provide additional employment opportunities for residents of Santa Ana.
Further, the project is consistent with the goals and objectives of the
General Plan, including Goal 1, which encourages a balance of land uses
that address basic community needs, and Goal 2, which encourages land
uses that enhance the City's economic and fiscal viability.
Section 2. CEQA Compliance. In accordance with the California
Environmental Quality Act the recommended action is exempt from further review per
Section 15301(e). This Class 1 exemption allows additions to existing structures
provided that the addition will not result in an increase of 10,000 square feet in an area
where all public services and facilities are available to allow for maximum development
permissible in the General Plan. As a result, Categorical Exemption Environmental
Review No. 2015-44 will be filed for this project.

Section 3. The applicant agrees to indemnify, hold harmless, and defend the
City of Santa Ana, its officials, officers, agents, and employees, from any and all liability,
claims, actions or proceedings that may be brought arising out of its approval of this
project, and any approvals associated with the project, including, without limitation, any
environmental review or approval, except to the extent caused by the negligence of the
City of Santa Ana.
Section 4. The Zoning Administrator of the City of Santa Ana after conducting
the public hearing hereby approves Minor Exception No. 2015-04 as conditioned in
Exhibit A, attached hereto and incorporated herein, for the project located at 2322
Pullman Street. This decision is based upon the evidence submitted at the abovesaid
hearing, which includes, but is not limited to: the Request for Zoning Administrator
Action dated December 16, 2015 and exhibits attached thereto; and, the public
testimony, written and oral, all of which are incorporated herein by this reference.

Conditions of Approval for Minor Exception No. 2015-04
Minor Exception No. 2015-04 is approved subject to compliance, to the reasonable
satisfaction of the Planning Manager, with all applicable sections of the Santa Ana
Municipal Code, the California Administrative Code, the California Building Standards
Code and all other applicable regulations.
The applicant must comply in full with each and every condition listed belowrip or to
exercising the rights conferred by this approval.
The applicant must remain in compliance with all conditions listed below throughout the life
of the minor exception. Failure to comply with each and every condition may result in the
revocation of the minor exception.
A. Planning Division
1. All proposed site improvements must conform to the Site Plan Review approval
of DP No. 2015-14 and the staff report exhibits.
2. Any amendment to this minor exception must be submitted to the Planning
Division for review. At that time, staff will determine if administrative relief is
available or the minor exception must be amended.
3. Prior to approval of Certificate of Occupancy, all on-site improvements shall be
made in accordance with the submitted plans.
4. Landscaping shall be maintained in compliance with the submitted plan. Any
modifications to this plan shall be submitted to the Planning Division for review
and subject to the approval of the Planning Manager.
5. A total of at least thirty-four (34) parking spaces and four (4) bicycle parking
spaces shall be maintained on the premises at all times.
