On behalf of the Santa Ana Police Officers Association, I write because it seems that in all the noise
surrounding your consideration of the jail issue and financial implications of it, an important fact has been
overlooked. Contrary to the way we are characterized by some activists who disrupt your meetings, we
truly care about the people who live and work in Santa Ana.
As many of you know, if you talk to a police officer and ask why he became an officer, the answer you are
most likely to hear is, "I want to help people." Sure, it is a well -paying job. However, in over twenty years, I
have never heard an officer say they do it for the money. The job is dangerous, especially in today's
political climate; you risk your life every day. Is there a dollar amount that you can put on your life?
Please recall all the ways that the police reach into the community that do not involve arresting someone.
Santa Ana P.D. is a national leader in community oriented policing; we listen to our neighbors about their
problems and make it our business to find ways to solve those problems. We recognize and support the
diverse elements of our city. What other police department in the county had a Hispanic Affairs Officer
assigned full-time to community relations? I would highly support and encourage this position be
reestablished.
We want the best for our members, but we recognize that community outreach programs benefit the
police in the end. We can successfully address more of the problems that confront our neighbors when
our presence in the community is welcomed. Just like the more enlightened police departments in the
country, we do not arrest people for immigration violations. We want to encourage people to seek our
help when they need it.
I have a suggestion. The current climate lends itself to the creation of an "Immigrant Affairs Office." Such
an office could provide services and referrals to those in need, those who are the most vulnerable
population in our community. County services, city services, and attorneys should work together for those
most in need. Let us keep our youth programs, many of which our officers participate in as coaches and
mentors. Our members give their time, both on the job and on their days off, to keep the dialogue on going.
Currently, the Santa Ana P.D. has a Police Athletic & Activity League [PAAL] program that works in the
community with our youth in providing homework assistance and extracurricular activities. The PAAL
program is a great youth program that the Association would love to see expanded to all parts of the city,

The SAPOA wants to make sure that providing the best policing services to the City of Santa Ana
continues in the same fair and compassionate manner that we have operated in the past. The SAPOA
unequivocally believes in the humane treatment of all our community members, regardless of immigration
status, and is sensitive to the cultural and personal needs of all those within our Santa Ana community.
In closing, honoring the contractual agreement in place reference the jail is not only the prudent and
fiduciary decision at this time. Along this vein as a public safety component, it can provide needed
resources to give back to youth and community programs such as PAAL, Hispanic Affairs Officer position
and the creation of a support network in an Office of Immigrant Affairs.

Hello. My name is Brenda Lewis and I am a correctional officer at the
Santa Ana jail. In regard to the ICE contract, I believe it should be
retained for the following reasons : because if it does not exist there
will be a deficit resulting in higher taxes and less services for the
community. Because detainees will ..,and already are ..be taken away
from family, friends and attorneys. And because it will cause job
losses not only for correctional officers but Santa Ana College
teachers and Aramark kitchen workers. I can tell you with 100%
certainty that all detainees are treated with respect and dignity at the
Santa. Ana Jail.. including the transgender population whom are kept
separate and safe from the other populations. All detainees have access
to medical care, attorneys, visitation and classes including High
School, GED, ESL, Breaking Barriers, Parenting and Music. They
have regular access to phones they are housed in carpeted units with
coffee pots. On the weekend they receive popcorn, soda and even a

movie of our old system happens to be working. They are not treated
poorly in any manner and we have the technology to prove this.
Anyone whom says otherwise is misinformed or not telling the truth
because they believe they will be released. Having the jail serve as an
ICE jail is not morally wrong or against a sanctuary city as some anti
jail activists might suggest.. in fact keeping the contract is keeping
within the United States constitution. "Establish Justice to ensure
Domestic Tranquility" Nobody is above the law -the people in our
custody have committed felonies and they are going through the
normal American judicial process. They should feel fortunate that
America gives the the opportunity for justice as not all countries do. "
Domestic Tranquility" cannot be had without enforcing laws in order
to keep the peace. The jail provides a safe place to house those whom
have committed crimes. Santa Ana has been a sanctuary city for
decades.. a political statement was not needed. Many immigrants
Documented and undocumented have lived in Santa Ana for decades
working hard, trying to live quiet peaceful lives and not causing
problems or asking America to change for them. They love America
and what it stands for. Please do not listen to angry activists, some of
whom do not even live in Santa Ana, when making decisions. The
damage of quick decisions is done, however, it is not too late to repair.
You CAN have a sanctuary city and and ICE contract... you have
already had both for decades. Thank you!

Dear City Council Member,
I am writing to you today to put a face to one of your jail employees. My husband has been a corrections officer
for Santa Ana for the past 20 years. We have three children ages 9 , 9 , and 13 years old. Their lives are about to
get completely rocked if you decide to close the jail. My husband is a wonderful role model to my lads. He is a
law-abiding citizen who has dedicated his life to law enforcement. My kids know that their Daddy may lose his
job. They have noticed because it's been a topic of conversation at our home for almost 8 years now. I will be
honest, it's been hard to live Linder that cloud that he may lose his job. He has given so much of himself to the
city. It has been a stressful roller coaster ride of emotions. Sometimes things look ok and other times it looks
like they will close the jail.
My husband has sat silently at every single council meeting that the ICE contract has been brought up at. Unlike
the few upset people who are protesting against his job he cannot defend himself. If he were to get up there and
yell back at them he will lose his job and make the city look bad. So out of respect for his chief and the city he
remains silent.
My husband has dealt with thousands of inmates over the years.
He has seen the programs in the youth modules at the jail be a success with these young kids in the past.
He has spoken to transgender inmates who are actually happy to be at that j ail in place of other jails were they
were treated poorly.
My husband also has been told repeatedly that the conditions at SAJ are much better than any other ICE facility
they've ever been to.
Continuously he is told that it's so nice to be able to speak Spanish to officers considering they came from
somewhere where they were not able to communicate their needs because of language barriers.
Repeatedly he has heard of the poor conditions of only eating sack lunches for every meal at other ice facilities.
He sees that the inmates have easy access to immigration attorneys because of the jail location.
You yourself have toward the jail and no it's not the House of Horrors that it is being made out to be
Keep in mind:
Corrections officers help out with the police officers at DUI checkpoints so the Police officers have more time
with the public saving the city more money.
Corrections officers do the inmate transport teams sending inmates to and from court in Los Angeles, this is a
precious time saver for police officers and saves the city money.
SAPD officers save time at the jail booking area. It has been said that sometimes the county takes 2 hrs to book
an inmates costing officers time away from the streets and city dollars wasted.

from their family and support. Such detention assignment practices would be
consistent with the current Administration's apparent aim of malting the lived

In short, without a contractual provision limiting detainees in Santa Ana to those who
reside in Orange County -- a provision that ICE is extremely unlikely to accept -- there is little
indication that continuing to detain immigrants in the Santa Ana jail will result in immigrants
being detained closer to their families and other support.
Therefore, I urge you to reject any proposal to continue to detain immigrants in Santa
Ana. Thank you for your consideration of MALDEF's views.
