2. Fiscal Year 2014-2015 Single Audit Schedule {Strategic Plan No. 4. lc} -
(FMSA)
Francisco Gutierrez, Executive Director of Finance and Management Services,
provided FY2014-15 Single Audit Schedule encompasses federal grants. Field
work in process and major programs tested in January: Community Development
Block Program (CDBG), Housing Opportunities for Persons with Aids (HOPWA),
Workforce Investment Act (WIA), Section 8 Housing Choice Vouchers, and Urban
Area Security Initiative (UASI). The completion date for the Single Audit Report is
February 1, 2016. Auditor will review reports at next FEDT committee meeting.
3. Update on Economic Development Strategic Plan {Strategic Plan No. 3, la} —
(CDA)
Kelly Reenders, Executive Director of Community Development Agency, introduced
Alexa Smittle from RSG who provided presentation on Santa Ana Economic
Development Strategic Plan Update. Process to Date: Research for Data, Setting,
& Context; ongoing outreach meetings, formal, informal, phone calls and talked to
business community to share information and get feedback and ask lots of question;
Community Meetings for Input & Preferences, three community forums have been
held. Total of 65 public attended.
Vice-Chairperson, Vincent Sarmiento, would like to see more robust group not just
businesses at meetings. Data gathering better when you have a larger group
responding. Provide findings based on small group and what direction you're
headed that would be well suited for us and what fits here. Chairperson, Michele
Martinez, stated messaging is vital and attracting a larger audience is needed. City
of Santa Ana has lots of relationships and network of networks. Martinez offered
her assistance if needed. Need to get a broader audience and reach the working
class by talking their language and network where they network. Would like RSG to
put together a matrix of 1-2 years and 5+ years that will assist how we budget and
allocate.
4. Update on Surplus Allocation Fund Projects for Fiscal Year 15/16 {Strategic
Plan No. 4, 1; 6,1,2} — (CMO)
Jorge Garcia, Senior Management Assistant provided listing on Surplus Allocation
Fund projects and updated status. Fiscal year 2015-16 has $6.5 million allocated.
Many projects listed are in early development in design or will be bid out. Many
items will take multiple years to complete such as security lighting project, park
projects but anticipate completion of all projects by end of fiscal year 2017-18.

City Manager David Cavazos: Update on CTIO (Chief Technology Innovation Officer) will
be brought up at City Council Closed Session. Add to next agenda fiber optic network for
the City.
COMMITTEE MEMBER COMMENTS:
Committee Chair Michele Martinez: Feds increased rate (.25%), what affect will that have
on us. Update on Procure America and also HERO program for next agenda. Possibly
City could do hack-a-thon partnering with education.
