BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS

Section 1: The City Council hereby finds, determines and declares as follows:
A. Section 1004, Article X of the City Charter of the City of Santa Ana requires
the City Manager to prepare, install and maintain a position classification and pay
plan subject to civil service rules and regulations and the approval of the City
Council.
B. The City Council has amended and reestablished the Basic Classification and

C. On June 16, 2015, the City Council adopted Resolution
No. 2015-026 amending and re-establishing the Basic Classification and
Compensation Plan for all Full -Time and Part -Time Classifications of Officers and
Employees of the City of Santa Ana.
D. It is the City's practice to assign job titles that reflect the duties and
responsibilities of the classification and are consistent with other classifications
within the City's organizational structure as well as comparable job titles in the
labor market, while maintaining internal pay equity relationships and attracting
and retaining qualified candidates.
E. On June 20, 2017, as part of the discussion regarding consideration of the
budget for fiscal year 2017-2018, the City Council voted to add two positions to
the budget to assist in coordinating the City's youth program and services and to
strengthen economic development efforts.
F. Staff has recommended adding a Youth Services Supervisor position to the
Parks, Recreation and Community Services Agency and an Economic
Development Specialist II position to the Community Development Agency. The
Economic Development Specialist II was already part of the City's classification
and compensation plan but the Youth Services Supervisor position needs to be
added to the City's classification and compensation plan.
