From: Brenda Lewis [ Sent: Tuesday, August 01, 2017 5:50 PM To: Pulido, Miguel Subject: Jail Hello members of the city council. Tonight the issue of the jail is once again on the agenda. It has been said by a few council members, the public and the media that the jail serves no purpose to public safety , it's an albatross and a financial disaster. Well I beg to differ. First of all, I don't know why it's not addressed but at one time the jail was profitable and the profits went to the city general fund. It could be profitable again if personal opinion is put aside and proper decisions are made. Second, regarding public safety. The city jail has provided a place for the Santa Ana police to bring arrestees and be in and out ( I.E. back on the street ) in a short period of time. If they had to take 1 their arrestees to county they would be out of service sometimes for hours. They also have a place to take drunks, people under the influence of drugs, mentally ill who commit crimes, Etc. Etc.. to get them off the streets.( Again and not be at county for hours). The federal Contract not only provides housing for USM but also a place for DEA, FBI, Secret Service and others to book drug dealers, bank robbers, Etc., any time of the day or night. When the ICE Contract existed, the jail housed felons going through the normal removal procedure because they committed felonies.. sometimes multiple. . It did not house "innocent" people whom ICE was not already looking for. It also provided a place to house people detained under unique circumstances . For example: numerous detainees whom illegally floated up on our shores in a Ponga boat in the middle of the night. Also, at one time we were assisting neighboring cities by taking in their drunks and we were getting paid for it. The jail DOES provide public safety in many forms. Public safety is very important and unfortunately costs money. I'm sure the numbers are available to prove it is possible to have a profitable working jail..it has been done before. The powers that be just need to get out of their own way. The government/ city council are leaders. While it's nice to get public input, the public doesn't always know what is best for them and it is up to those leaders to do the right thing for the right reasons while also keeping within the oath taken to uphold laws and the constitution.
