EXCUSED ABSENCES MOTION: Excuse absent commission members: Murashie, Nguyen. * * * END OF CONSENT CALENDAR * * * BUSINESS CALENDAR HISTORIC RESOURCES COMMISSION MINUTES 1 SEPTEMBER 14, 2017 COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING AGENDIZED PROJECTS): Chairperson Christy disclosed that she visited the property on Agenda Item No. 1. PUBLIC HEARINGS 1. HISTORIC RESOURCES COMMISSION APPLICATION NO. 2017-17 AND HISTORIC REGISTER CATEGORIZATION NO. 2017-16 (Property: 888 North Main Street — Security Bank Building) Legal notice published in the Orange County Reporter on September 1, 2017 and notices mailed on September 1, 2017. Associate Planner Soto provided a presentation which included an overview of the architectural style, qualifications for listing and history of the property. William Beaubeaux, applicant, thanked Commission, spoke in support of recommended action and answered questions. Chairperson Christy opened the public hearing. Cheri Kerr, representing OC Crazies, spoke in opposition noting the property is not deserving of historic designation. Discussion ensued on improvements done to property. There were no additional speakers on the matter and the hearing was closed. MOTION: Adopt Resolution No. 2017-10 approving Historic Resources Commission Application No. 2017-17 and approving Historic Register Categorization No. 2017-16. POLICY DISCUSSION ON MILLS ACT PROGRAM AND HISTORIC RESOURCES COMMISSION REVIEW AUTHORITY Acting Executive Director Neal provided an update on the applications received for the Mills Act agreements, application history for previous years, and reported staff received 77 applications for historic designation and Mills Act agreements, 3 of which were not eligible for designation. Noted the hiring of a consultant to assist in processing, and training of staff to have a broader group trained in historic preservation. Reported that additional meetings have been scheduled for approval of 27 applications in order to process by December 31 deadline. Noted staff is discussing options on processing the remainder of applications which may not make the deadline. Staff will keep Commission updated. COMMENTS 3. STAFF MEMBER COMMENTS Acting Executive Director Neal: . Announced Vince Fregoso has been appointed Acting Planning Manager. HISTORIC RESOURCES COMMISSION MINUTES 2 SEPTEMBER 14, 2017 • Reported there will be two zone changes coming to the Planning Commission for the Heninger Park Specific Development and the French Park Specific Development to give authority of historic review to the Historic Resources Commission for any exterior modifications to structures. Zoning issues will continue to go to the Planning Commission. • Announced the city website that lists designated historic properties has been updated with 651 properties listed, adding the map is in progress of being updated and thanked Melanie McCann and staff. 4. COMMISSION MEMBER COMMENTS Commissioner Hardy: • Noted excited on the ordinance amendment transferring part of the review process from the Planning Commission to the Historic Resources Commission. Commissioner Garcia: • Thanked staff for the great job they are doing processing applications. Vice Chair Schaefer: • Thanked staff for their work on processing applications and wished staff good luck on finding a replacement for Ms. Soboleske. • Requested staff email the link to the web site that lists the historic properties. • Apologized for arriving late. Commissioner Hitterdale: • Noted appreciation for staff's hard work and efforts during this time of year with difficult circumstances. Commissioner Rush: • Noted the fee structure for the historic designations and agreements should be consistent with long-term commitment. • Suggested staff contact Preserve Orange County, the new preservation organization for the county, and the Santa Ana Historical Preservation Society to get input on how the other cities are handling to obtain options for possibly changing the process. • Requested the Award Program for historic preservation projects be reinstated. Noted he would like to see the roll of the Commission be expanded to give more authority and extract some concessions from the applicant. Chairperson Christy: • Read the letter received from Interim City Manager Cynthia Kurtz requesting a meeting to discuss the accomplishments of the Commission the past year and plans for the next year which be presented at the beginning of a future Council meeting. She will contact staff the next week to coordinate putting together a presentation on the path where the Commission is today and in the future. • Thanked staff for all their hard work. ADJOURNED 5:26 P.M. — The next meeting of the Historic Resources Commission will be a Special Meeting on Thursday, September 28, 2017 at 4:30 p.m. in the Council Chamber, 22 Civic Center Plaza, Santa Ana, California.
