CALL TO ORDER The meeting was called to order at 1:39 pm by Councilmember Sal Tinajero at City Hall Ross Annex, Room 1600. ATTENDANCE Members Present: Councilmember Vicente Sarmiento Councilmember Jose Solorio Councilmember Sal Tinajero Staff Present: Julie Castro -Cardenas, Jack Ciulla, Alma Flores, Jorge Garcia, Maria Huizar, Cynthia Kurtz, Laura Rossini, Daniel Soto, Yasmin Vazquez. Also present were Tony Cardenas from League of California Cities, Casey Elliot and Cori Williams from Townsend Public Affairs and Dan Maldonado and Leslie Pollner from Holland & Knight via telephone. MOTION: Tinajero SECOND: Sarmiento VOTE: AYES: Sarmiento, Solorio, Tinajero NOES: None (0) ABSTAIN: None (0) ABSENT: None (0) Federal Legislative Update from Holland & Knight (Item considered out of order.), Leslie Pollner and Dan Maldonado highlighted some of the specific activities and accomplishments made by Holland & Knight on behalf of the City. Leslie Pollner also Legislative Affairs, Ethics and Transparency Council Committee Minutes Jul 3814Page 2 7 E?t 91 10. provided an update on appropriations, healthcare, immigration and a federal infrastructure package. Councilmember Vicente Sarmiento mentioned it would be helpful to have grant information such as pending grants and timelines, previous award amounts and potential impacts due to legislation included in the memo provided by Holland & Knight. State Legislative Update from Townsend Public Affairs Casey Elliot provided the Committee with a summary of the efforts undertaken by Townsend Public Affairs on behalf of the City as well as highlights of upcoming state issues as they relate to the City's priorities. Updates were also provided on several items including legislation of interest to the City, a potential park bond, the statewide regulatory framework for medicinal cannabis, the No Place Like Home grant program, and state grant coordination and advocacy work. The Committee expressed an interest in having the ability to vote during committee meetings to take positions on legislation. Staff will work with City Attorney's office to determine whether this is possible. League of California Cities Briefing Tony Cardenas presented a priority bill list from the League of California Cities. Review and Discuss Senate Bill 35 (Wiener) Affordable Housing: Streamlined Approval Process The Committee reviewed and discussed Senate Bill 35 (Wiener) which creates a streamlined, ministerial approval process for development proponents of multi -family housing. MOTION: Adopt a `watch' position on Senate Bill 35 (Wiener). MOTION: Sarmiento SECOND: Solorio VOTE: AYES: Sarmiento, Solorio, Tinajero NOES: None (0) ABSTAIN: None (0) ABSENT: None (0) Review Options for Consideration of Council Conduct Policy Three options for a Code of Conduct and Ethics Policy were presented to the Committee for consideration. Option 1 — Utilize the existing Code of Ethics and Conduct Resolution. Option 2 — Model policy after the City of Los Angeles censure procedures (simpler process). See attached. Option 3 — Model policy after the City of San Jose censure procedures (detailed process which includes detailed guiding principles, definitions, and process of investigation). COMMITTEE MEMBER COMMENTS Councilmember Jose Solorio expressed interest in the City taking a position on the proposed Edison rate increases. Councilmember Vicente Sarmiento is interested in collaborating with the Orange County Water District regarding Assembly Bill 1235: Santa Ana River Conservancy Program which Assemblymember Tom Daly is sponsoring. He would also like to discuss drone regulations at an upcoming meeting. FUTURE AGENDA ITEMS • Drones • Santa Ana River Conservancy ADJOURNMENT: The meeting was adjourned at 3:03 pm.
