Santa Ana is huge, complicated, and in many areas, struggling just to hold it together, much less thrive and grow in an orderly manner. It is crystal clear from the candidates resume, he does not have the skill set or experience to do right by this City or its residents, That said, it is evident there is more going on here than just selecting the most qualified person for the job. We, the people, are quite weary of these obvious political wrestling matches where the residents and the City itself, suffer the loss. Our last city manager was paid almost 470K in annual salary(with all the bells and whistles) and was given a severance package of almost 350K(all public records) and now you are hiring an inexperienced person to help run our city into the ground even more. How can a city bleeding out money pay for a contract that pays out more then the POTUS??? Enjoy your seats because things are going to be changing.. Your constituents are sick and tired of your erroneous decisions that continue to waste our tax paying dollars. Having served on the city council for eight years and involved in hiring a City Attorney and a City Clerk, I know the major responsibility when hiring a City Manager as well. Though I was out of office when Raul Godinez was hired as the Public Works Director from 2009 to 2013, I was very much involved with City Staff members in my position with our Washington Square Neighborhood Association as its City Liaison. My dealings with the Public Works Agency, as other department personnel, I was aware of many staff members, as well as city employees, who relayed to me some of their frustrations in working with Mr. Godinez as to his ineptness as Executive Director and felt he was in over his head. With saying this, I don't believe he should be considered for the City Manager of Santa Ana, the second largest city in Orange County, especially with his short lived position as City Manager of El Monte and then not even qualifying for the recent opening for Public Works Director for the city of Anaheim. I have met Mr. Godinez and he's a very nice man but with the information provided I don't believe he is qualified to be Santa Ana's next City Manager. As we have had a revolving door in that office for some time, it would seem to that we would be striving for the very best candidate to fill that very important job. News reports abound about the serious consideration of Mr. Raul Godinez our former Public Works Director for our new City Manager. I would ask you to carefully consider some of the following as you deliberate......... 1. Why would we consider a candidate who has NO experience as the CEO of a large municipality such as ours? His brief tenure as CM of El Monte,CA and his termination there speak to his inability to make good decisions. El Monte is about one fourth of our size (when you consider our real population during working hours). 2. Why would we consider a candidate who has bounced around a great deal in his career we need some stability. One can't help but think we are just another"notch" on the career resume for this candidate. 3. This candidate exhibits very little if any Economic Development experience a critical component for anyone in this role. 4. Many neighborhood leaders were shocked at the salary, perks and benefits being provided to Mr. Cavazos. I hope that going forward there will be a great deal more transparency about what is being paid. Mr. Cavazos and I had several conversations where he attempted to try and convince me that he was only making$315K per year. He even faxed me a copy of his paycheck to attempt to prove that point. I responded to him saying "David, I don't have a PHD in math, but I can add and when you add up all your benefits and disguised perks the citizenry of SNA are paying you well in excess of$500l( per year. A dollar is a dollar no matter whether in comes in the form of direct pay or other veiled benefits that turn into a check when you leave." There are numerous other reasons to withhold approval of this candidate but I trust you will carefully consider all the options. Perhaps starting over with a new search makes sense. Just a little over a year ago, David Cavaso's became the highest paid City Manager in the County & 5th in the state at$453K. To now propose an even higher compensation package is criminal. • I am also concerned about the qualifications of the candidate, Raul Godinez, to run a City plagued with the homelessness issues that we have.
