Debbie McEwen, noted Commissioner Hardy is writing up a review for the property located at
918 South Broadway on the renovation and rehabilitation process and hopes it serves as a
poster child for all that is good with historic preservation. Encouraged Commissioners to
attend a ride -along.
Chairperson Christy introduced new Commissioner Nguyen who serves as the Planning
Commission representative.

A. MINUTES FROM THE SPECIAL MEETING HELD ON JULY 20. 2017
MOTION: Approve Minutes.
B. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2017-01
(Property: 1237 West Third Street — Guillen House)
MOTION: Recommend that the City Council authorize the City Manager and Clerk of
the Council to execute the attached agreement with Erik Robert Wood, property
owner, for the structure located at 1237 West Third Street, subject to non -
substantive changes approved by the City Manager and City Attorney.
C. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2017-11
(Property: 817 North Lacy Street — McNeil House)
MOTION: Recommend that the City Council authorize the City Manager and Clerk of
the Council to execute the attached agreement with Francisco Lacy, property
owner, for the structure located at 817 North Lacy Street, subject to non -substantive
changes approved by the City Manager and City Attorney.
D. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2017-15
(Property: 821 North Olive Street — Travis House)
MOTION: Recommend that the City Council authorize the City Manager and Clerk of
the Council to execute the attached agreement with Curt and Rita Merlo, property
owners, for the structure located at 821 North Olive Street, subject to non -
substantive changes approved by the City Manager and City Attorney.
E. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2017-17
(Property: 2415 North Heliotrope Drive — Paterson House)
MOTION: Recommend that the City Council authorize the City Manager and Clerk of
the Council to execute the attached agreement with the Skilton Family Trust,
property owner, for the structure located at 2415 North Heliotrope Drive, subject to
non -substantive changes approved by the City Manager and City Attorney.
F. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2017-18
(Property. 1711 North Bush Street— Andres House)
MOTION: Recommend that the City Council authorize the City Manager and Clerk of
the Council to execute the attached agreement with Philip and Irene Chinn, property
owners, for the structure located at 1711 North Bush Street, subject to non -
substantive changes approved by the City Manager and City Attorney.
G. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2017-19
(Property: 2900 North Flower Street — Smiley House)
MOTION: Recommend that the City Council authorize the City Manager and Clerk of
the Council to execute the attached agreement with Philip and Irene Chinn, property
owners, for the structure located at 2900 North Flower Street, subject to non -

the Council to execute the attached agreement with Matthew and Lacy White,
property owners, for the structure located at 541 West Santa Clara, subject to non -
substantive changes approved by the City Manager and City Attorney.

Senior Planner McCann provided a presentation which included an overview of the
architectural style and features. Patricia Telles, applicant, spoke in support of the
recommended action. Chairperson Christy opened the public hearing. There were no

1. Adopt a resolution approving Historic Resources Commission Application No.
2017-04 and approving Historic Register Categorization No. 2017-03.
2. Recommend that the City Council authorize the City Manager and Clerk of the
Council to execute a Mills Act agreement with Carl and Patricia Telles, subject to
non -substantive changes approved by the City Manager and City Attorney.

PUBLIC COMMENTS — Continued (on non -agenda items)
• Interim City Manager Cynthia Kurtz spoke on implementing a program on an annual basis having each
Chairperson of a City Board or Commission attend a Council meeting and make a presentation to the
Council on what the Commission is doing in order to keep Council apprised. Discussion ensued on
the City of Pasadena historic program; and fees for historic designation and Mills Act agreements.
Chairperson Christy noted the Commission is looking at coming to the Council sometime in January.

architectural style and features. Mr. Meyer, applicant, spoke in support of the

requested staff correct on first page of report under description of the house that the
garage is "attached" and not detached.

architectural style and features. Chairperson Christy opened the public hearing. There
were no speakers on the matter and the hearing was closed. Vice Chair Schaefer
requested staff add to the Executive Summary under the Fisher Park neighborhood the
original owners of the land were the McFadden family who gave the land as a wedding gift
to their daughter, Edith, who married Lindsey, who developed River Lane and Sharon
Road after their daughter.

2017-11 and approving Historic Register Categorization No. 2017-10.
2. Recommend that the City Council authorize the City Manager and Clerk of the
Council to execute a Mills Act agreement with James S. Skurzynski and Tonya
Skurzynski, subject to non -substantive changes approved by the City Manager and
City Attorney.

STAFF MEMBER COMMENTS
Acting Planning Manger Fregoso:
. Asked Commission if they would be open to receiving agenda packets electronically
and have a hard copy the day of the meeting at the dais. Commissioners agreed to on
a trial basis. Chair Christy indicated she will pick-up her packet.
Principal Planner Carvajal:
Provided an update on the 77 applications for Mills Act Agreements staff received for
2017; noted 27 are scheduled for future meetings including today's meeting. Staff is
looking at bringing 9-10 applications to the October 5 meeting. There will not be a

meeting on October 19 to allow staff additional time working on categorizations; there
will be a meeting on October 26 and possibly November 2 at the latest.
• Noted staff sent the link to the existing register of historic properties and wanted to
confirm sure they were able to access.
6. COMMISSION MEMBER COMMENTS
Commissioner Hardy:
• Welcomed Commissioner Nguyen.
• Congratulated property owners.
Commissioner Garcia:
• Welcomed Commissioner Nguyen.
Commissioner Hitterdale:
• Welcomed Commissioner Nguyen.
Commissioner Rush:
• Welcomed Commissioner Nguyen and hopes he finds it fulfilling.
• Encouraged staff to work on the fee study and offered to have Krista Nichols,
Executive Director for Preserve Orange County, contact staff and provide research on
what other cities are charging for Mills Act agreements.
• Requested the historic preservation awards be reinstated.
• Requested staff look at the issue of the Commission having expanded authority.
• Requested a status of Ms. Soboleske's replacement. Mr. Carvajal noted the position in
the comprehensive planning section has been posted and hope to fill position as soon
as possible.
• Invited all to attend the inaugural Preserve Orange County gala to be held on
November 3, 5:30 p.m. at the Hilbert Museum of California Art at Chapman University
which will include a reception and is free to attendees.
Commissioner Murashie:
• Welcomed Commissioner Nguyen.
• Congratulated homeowners.
• Thanked staff for updating properties on the register and placing on the website.
• Noted he began visiting various cities to meet with their historical preservationists and
get their point of view; noted they meet quarterly and share information via e-mail;
hopeful can figure out how to improve city's system and lower fees.
Vice Chair Schaefer:
• Congratulated homeowners noting two homes are located in Park Santiago, one in
Floral Park and one in Jack Fisher Park and not only in Floral Park.
• Welcomed Commissioner Nguyen.
Chairperson Christy:
• Thanked homeowners for coming out and investing in their homes.
• Welcomed Commissioner Nguyen.
