RESOLUTION NO. 2017-31
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF SANTA ANA APPROVING SITE PLAN
REVIEW NO. 2017-07 AS CONDITIONED TO ALLOW A
NEW TWO -CAR GARAGE THE PROPERTY LOCATED AT
506 EAST WASHINGTON AVENUE
BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
SANTA ANA AS FOLLOWS:
Section 1. The Planning Commission of the City of Santa Ana hereby finds,
determines and declares as follows:
A. Applicant is requesting approval of Site Plan Review No. 2017-07 to allow
the demolition and replacement of a new two car garage for the two-family
residence located at 506 East Washington Avenue.
B. Pursuant to Santa Ana Municipal Code Section 41-593.3, any use or
development of property within the Specific Development (SD) district
shall be in compliance with the ordinance adopting the specific
development plan for such property.
C. Santa Ana Municipal Code Section 41-593.4 requires a review by the
Planning Commission of all plans for the purpose of ensuring that
buildings, structures, and grounds will be in keeping with the
neighborhood and will not be detrimental to the harmonious development
of the city or impair the desirability of investment or occupation in the
neighborhood.
D. Site Plan Review No. 2017-07 came before the Planning Commission of
the City of Santa Ana on October 23, 2017.
E. The project is deemed to be in substantial compliance with applicable
development standards outlined within the Specific Development Plan No.
19 (SD -19) zoning district and the Historic French Park Design Guidelines.
Specifically, structures within SD -19 are to comply with the Federal
Secretary of Standards for the Interior's Rehabilitation whereby existing
architectural features are to be preserved, or if deteriorated beyond repair,
repaired like -to -like in design and materials to preserve the context of the
historic neighborhood district. Where the severity of the deterioration
requires replacement of a distinctive feature, the new feature shall match
the old in design, color, texture, and other visual qualities and, where
possible, materials. As proposed, the new two -car garage will be placed
in the rear yard, similar to the pre-existing deteriorated 1930's two -car
garage that was demolished. The exterior finishing of the new garage will

include wood ship lap siding and wood trimmed vent under the gable to
match the character defining features of the circa 1885 Colonial Revival
and Queen Anne (late Victoria) architectural style of the main house.
F. The two individual roll up doors to access the garage will be clad in wood
panels, with limited view from the street. The Planning Commission finds
that the new construction does not impact the overall architectural integrity
of the existing circa 1885 main residential structure, and thus preserves
the visual characteristics of the local SD -19 historic district as a whole.
G. All exterior modifications in the SD -19 are to be reviewed by the French
Park Neighborhood Architectural Review Committee. Said Committee has
reviewed the renovations and submitted comments expressing its support
for the minor exterior modifications and new construction for the
rehabilitation project as the proposed two -car garage maintains the
vintage architectural style in the historical neighborhood and preserves the
overall character of French Park.
H. In compliance with French Park Specific Development No 19 (SD -19)
zoning district Section 9, both French Park Neighborhood Association and
Santa Ana Historic Preservation Society were notified regarding "intent to
demolish" the garage.
Section 2. In accordance with the California Environmental Quality Act
(CEQA), this project is exempt from further review pursuant to Section 15301. This
Class 1 exemption applies to projects consisting of operation, repair, restoration, or
minor alteration of existing structures and facilities involving negligible or no
expansion of an existing use. Specifically, the project conforms to Section 15301
(d) and (1), which involve the restoration or rehabilitation of deteriorated or damaged
structures to meet current standards of public health and safety and demolition of
an accessory structure, respectively. The demolition and replacement of the two -
car garage will not increase the capacity of the site in any substantive fashion so as
to negatively affect the environment or surrounding properties. Based on these
criteria and staff analysis, Categorical Exemption Environmental Review No. 2017-
119 will be filed for this project.
The following findings have been made as referenced in CEQA, Section
15300.2:
1. Significant effect. The project shall not be used for an activity where
there is reasonable possibility that the activity will have a significant
effect on the environmental due to unusual circumstances.
The new replacement two -car garage proposed through Site
Plan Review No. 2017-07 provides for the improvement,
repair, and maintenance that will improve the health and
safety of its residents. Thus, the replacement two -car garage

is not anticipated to have any unusual or significant effect on
the environment.
2. Scenic Highways. The project shall not result in damage to scenic
resources, including but not limited to, trees, historic buildings, rock
outcropping, or similar resources, within a highway officially
designated as a state scenic highway.
The proposed new replacement two -car garage will include
exterior modifications to a "key" historic structure and site
located on a local residential street in the French Park
Neighborhood. There is no highway officially designated as a
state scenic highway within the City of Santa Ana; therefore,
there will be no impact or damage to a state scenic resource.
3. Hazardous Waste Site. The project shall not be located on a site
which is included on any list compiled pursuant to Section 65962.5
of the Government Code.
The proposed is related to an existing residential
development originally constructed in the circa 1885, and
subsequent two -car garage constructed in the 1930's that is
proposed to be demolished and replaced. Thus, consultation
of the official Hazardous Waste and Substances Site
"Cortese" List for specific sites was not applicable for this
proposed project.
4. Historic Resources. The project may not cause substantial adverse
change in the significance of a historical resource.
The proposed new replacement two -car garage is designed
to be historically appropriate in its placement on the site and
exterior finishing, and will be complementary to the existing
two-family Colonial Revival and Queen Anne style historic
residence. The property is within the boundaries of the
National Register of Historic Places for French Park Historic
District officially listed in 1999. The existing main structure is
considered a Key historic resource as listed on the Santa
Ana Register of Historic Properties. The pre-existing 1930's
two -car garage, was not deemed historically significant in
context to the circa 1885 Key structure at 506 East
Washington Avenue, and not listed on the Santa Ana
Register. With the proposed replacement two -car garage
with historically appropriate architectural finishing, the
structures will remain contributive to the surrounding French
Park neighborhood. Thus, the proposed resolution to

approve Site Plan Review No 2017-07 will not cause any
adverse impact to a historic resource.
Section 3. The Applicant agrees to indemnify, hold harmless, and defend the
City of Santa Ana, its officials, officers, agents, and employees, from any and all liability,
claims, actions or proceedings that may be brought arising out of its approval of this
project, and any approvals associated with the project, including, without limitation, any
environmental review or approval, except to the extent caused by the sole negligence of
the City of Santa Ana.
Section 4. The Planning Commission of the City of Santa Ana hereby approves
Site Plan Review No. 2017-07 as conditioned in "Exhibit A" attached hereto and
incorporated herein for the project located at 506 East Washington Avenue (Units A and
B). This decision is based upon the evidence submitted at the above said meeting,
which includes, but is not limited to: the Request for Planning Commission Action dated
October 23, 2017, and exhibits attached thereto; and, the public testimony, written and
oral, all of which are incorporated herein by this reference.

EXHIBIT A
Conditions for Approval
Site Plan Review No. 2017-07 is approved subject to compliance, to the reasonable
satisfaction of the Planning Manager, with all applicable sections of the Santa Ana
Municipal Code, the California Administrative Code, the California Building Standards
Code and all other applicable regulations.
The Applicant must comply in full with each and every condition listed belowrip or to
exercising the rights conferred by this site plan review approval.
The Applicant must remain in compliance with all conditions listed below throughout the
life of the site plan review approval. Failure to comply with each and every condition may
result in the revocation of the site plan review approval.
A. Planning Division
1. All improvements to the project shall be consistent with the approvals
granted per Site Plan Review No. 2017-07.
2. Any amendment to this site plan review approval must be submitted to the
Planning Division for review. At that time, staff will determine if
administrative relief is available or if the project must be formally
amended.
