Case Planner Kelaher provided a presentation which included a review of the applicant’s request, overview of the project, project description, project analysis and findings, and reviewed mitigation measures. Discussion ensued regarding the new glass panel wood doors, proposed wall on Main Street, and potential blocking of view corridor. Chairperson Christy opened the Public Hearing. MOTION: A-3 HISTORIC RESOURCES COMMISSION MINUTES 4 JANUARY 25, 2017 1. Adopt a resolution approving a Certificate of Appropriateness for Historic Exterior Modification Application No. 2017-01 with the added conditions: 1. A plaque shall be displayed on the exterior of the structure. 2. Exterior landscape shall not be permitted to block the view corridor. 2. Adopt a resolution approving a Certificate of Appropriateness for Historic Exterior Modification Application No. 2017-02 with the added conditions: 1. A plaque shall be displayed on the exterior of the structure. 2. Exterior landscape shall not be permitted to block the view corridor. Giampietro, subject to non-substantive changes approved by the City Manager and City Attorney. DISCUSS OPPOSITION TO 2525 NORTH MAIN STREET PROJECT The following public comment was received: • Dale Helvig spoke in opposition to the proposed project located at 2525 North Main Street. Assistant City Attorney reviewed the powers and duties of the Commission. Advised that the proposed project is not historical and therefore outside the purview of the Commission. If the Commission desires to adopt a Resolution in opposition to the proposed project, the findings must not refer specifically to the project. Discussion ensued regarding possible findings to be made: • Inappropriate project intensity and massing adjacent to a single-family residential neighborhood; • Project is incompatible with the adjacent historically sensitive Park Santiago neighborhood ; • Project is disproportionate in size to the adjacent historically sensitive Park Santiago neighborhood; • Potential parking and traffic impacts on the area and neighborhood; • Potential negative effects on existing property values; and • The need to protect the livability of established neighborhoods. Staff will review comments and draft a resolution for review and consideration at the next regularly scheduled meeting. WORK STUDY CALENDAR 7. DISCUSSION REGARDING 2018 ANNUAL OBJECTIVES Case Planner McCann provided a presentation which reviewed the Historic Resources Commission and Planning Division 2018 Annual Objectives. 8. HISTORIC RESOURCES EVALUATION OVERVIEW AND PRACTICES Case Planner McCann requested that matter be continued to the next regularly scheduled meeting. COMMENTS 9. STAFF MEMBER COMMENTS Acting Planning Manager Fregoso: • There will be a Special Meeting in March; date will be confirmed at a later time.
