DISCUSS AND PROVIDE STAFF DIRECTION ON THE FOLLOWING ITEMS:

1.Implications and options to address the Mayor's refusal to sign resolutions to place by -district
elections on the June 5, 2018 voter ballot;
2.Prepare new resolutions calling for a ballot measure for the November 2018 General Election to
amend the City Charter to a) provide for by -district elections and b) authorize any member of the
council who votes to approve a contract, resolution or ordinance to execute such approvals if the
Mayor is unavailable or refuses to sign them; and
3.Proceed with Ward Re -boundary Drocess to be Drenared for adontion before the start of the 2018

RE: Agenda Item 85A— Multiple discussion items dealing with the Mayor's failure to perform
his ministerial duties.
Dear Mayor and Councilmembers,
Subpart 1. Implications and options to address the Mayor's refusal to sign resolutions to place
by -district elections on the June 5, 2018 voter ballot.
Because Judge Salter found that Mayor Pulido failed to do his ministerial duties and ordered
him to complete that duty (and still did it late and incorrectly), the Mayor should be censured.
In addition his actions should be reported to the FPPC for further sanctions.
Subpart 2. Prepare new resolutions calling for a ballot measure for the November 2018
General Election to amend the City Charter to a) provide for by -district elections and b)
authorize any member of the council who votes to approve a contract, resolution or ordinance
to execute such approvals if the Mayor is unavailable or refuses to sign them.
Both of these resolutions should be passed and put on the November 2018 General Election
Ballot. The excuse that Mayor Pulido and Councilmembers Martinez and Villegas used to try to
keep it off the June ballot (that it was too expensive) is no longer a valid argument. If they
continue to oppose District Elections at this point, they lose any credibility they may have had.
Subpart 3. Proceed with Ward Re -boundary process to be prepared for adoption before the
start of the 2018 Candidate Nomination Period.
