During the course of these and other engagements, Mr. Ezzet has directed the auditing <br />of financial and operating records at approximately 100 solid waste companies throughout <br />Southern California' <br />Diversion Programs and Contract Management <br />Mr. Ezzet has helped more than 30 public agencies to monitor and evaluate their <br />recycling and waste diversion program requirements in order to comply with the State's <br />waste diversion goals, and negotiated revised franchise agreement terms to enhance recycling <br />and waste diversion programs offered in those communities. He has assisted cities develop <br />waste and recycling tonnage reporting formats and related auditing requirements for both <br />exclusive franchise agreements and non-exclusive service arrangements. He assisted the City <br />of Los Angeles in evaluating the feasibility of achieving its 70% diversion plan. He has assisted <br />agencies to manage their solid waste collection and recycling contracts, including the cities of <br />Bell Gardens, El Monte, Huntington Park, Inglewood, Irvine, Lawndale, La Quinta, Newport <br />Beach, and others. He has assisted numerous agencies to plan, negotiate and/or evaluate <br />organics recycling programs to comply with AB 1826, including the cities of Anaheim, Aliso <br />Viejo, Inglewood, Lawndale, Norwalk, Palmdale, and the counties of Santa Barbara and San <br />Bernardino. <br />Surveys <br />Mr. Ezzet is intimately familiar with solid waste rates and service arrangements in <br />Southern California, having surveyed over 200 jurisdictions in the region. He directed a <br />survey of solid waste rates and services in the 100 largest U.S. cities, the results of which were <br />published in several industry journals. He completed a study, sponsored by the Solid Waste <br />Association of North America, of solid waste services provided by the 100 largest municipal <br />service providers of collection and disposal services in North America. <br />Rob Hilton, CMC°, President Engagement Advisor <br />Since 2002, Rob Hilton has provided recycling and solid waste <br />consulting services to public agencies in projects covering a wide range <br />of strategic, operational, programmatic, contractual, and financial issues. <br />Mr. Hilton's background in public policy and administration and his <br />involvement in over more than 300 projects for more than 110 agencies, <br />primarily in California, gives him an understanding of the diverse <br />conditions within the industry as well as the local market context that <br />shapes each client's unique needs. Rob will serve as an Engagement <br />Advisor for this project. <br />Diversion Studies/Zero Waste Planning <br />Rob also leads HF&H's zero waste/high diversion planning team in support of clients who are <br />looking to improve their materials management performance through policy, program, facility, <br />economic, and/or behavior change efforts. Rob has assisted forward -thinking and leading - <br />edge "Zero Waste" communities like San Jose, Fresno, San Diego, Berkeley, Santa <br />Monica, and Oakland with plans and system/program designs to help them make the next <br />steps in their achievement of their unique vision for a zero waste future.
