City of Santa Ana Proposal to Provide Solid Waste Consultin Services <br />RFP NO.: 18-006 <br />programs and will be developing a funding strategy for new programs. In addition, she is <br />currently managing an SIB 1383 planning project for RecycleSmart (also known as the Central <br />Contra Costa Solid Waste Authority) that will include estimates of organics collection and <br />processing program infrastructure and operating costs for new programs to meet SB 1383 <br />requirements. <br />Ms. Swanborn managed the preparation of the City of Livermore's initial High Diversion <br />Strategic Plan, which mapped out a strategy for 75% diversion and identified the best use <br />of grant funding available for the diversion efforts. She also led the diversion and cost <br />analysis efforts for the Mountain View Zero Waste Plan and the Milpitas Solid Waste Master <br />Plan. In 2010, Ms. Swanborn's diversion planning efforts were focused on managing the <br />development of San Leandro's High Diversion Plan. The efforts included an extensive review <br />and analysis of program options and development of an Action Plan that provided a roadmap to <br />take the City all the way to its 75% diversion goal and beyond in support of the City's Climate <br />Action Plan. <br />Procurement Experience <br />Tracy has managed or significantly supported over 45 franchise procurement processes <br />and contract negotiations that have focused on achieving high diversion and zero waste <br />objectives. Through these procurement projects and contract negotiations, she has designed <br />RFP and franchise terms and conditions designed to increase recycling and organics diversion <br />results for jurisdictions. These engagements also included management of the evaluation of the <br />diversion and cost impacts of recycling and organics collection and processing services and <br />evaluation and development of rate structures and rates for recycling, organics, and solid waste <br />services. Example procurement and contract projects Tracy has managed include: <br />RethinkWaste's sole source franchise negotiations; Santa Cruz County's franchise procurement <br />process; RecycleSmart's collection, processing, and disposal procurement process; the City of <br />San Jose's commercial redesign project and procurement; Palo Alto's collection and processing <br />procurement; and, others. <br />Philip Mainolfi, Senior Associate Project Analyst <br />Mr. Mainolfi brings over 10 years of prior financial, accounting, and <br />process automation experience, as well as 5 years of diverse experience <br />in the recycling and solid waste industry. While working for a large <br />southern California collection and processing company, he spent three <br />years managing recycling and solid waste contract compliance for 46 <br />municipalities and government agencies, developing financial models, <br />automating financial reporting processes, designing and developing <br />management reporting tools, and managing external audits. Mr. Mainolfi <br />received invaluable insight into hauler operations, zero waste planning, <br />and public outreach. <br />Mr. Mainolfi has assisted cities in the areas of rate analysis and <br />negotiating organics recycling service rates. He has conducted survey <br />commercial organic collection services and rates in the region, offering him an inimitable <br />understanding of implemented and proposed local service rates and programs and how they <br />impact participation.
