City of Santa Ana Proposal to Provide Solid Waste Consulting Services <br />RFP NO.: 18-006 <br />Subtask 2B: Present Findings to City Council <br />We will present our findings to the City Council for the Council to prioritize programs for <br />inclusion in the RFP process. The City has expressed a desire to issue the RFP with required <br />services as well as optional services, and this council workshop will serve as the ideal forum for <br />deciding which programs to include under each category. Based on our industry experience <br />and proprietary databases we are able to identify the programs that will have a significant <br />impact on costs or waste diversion verses those that will have only minor impacts. <br />Subtask 2C: Update Program Selection Based on Council Direction <br />HF&H will update the list of programming recommendations based on input from City Council <br />obtained during Subtask 2B. <br />Task 3 Prepare and Issue Request for Proposals <br />Subtask 3A: Gather and Review Operating Data <br />We will collect available data regarding the current services provided. We will prepare data <br />collection forms to assist the City and/or contractor in providing additional information in a user- <br />friendly format. <br />It has been our experience that when proposers are confident about the accuracy of operating <br />data contained in the RFP, they propose lower rates and include fewer contingency costs. <br />Collecting data in this manner also may uncover additional issues, such as poor reporting or low <br />program participation that will help shape the future policies, goals, and RFP. <br />We will review the data gathered for overall reasonableness. <br />Subtask 3B: Prepare Service Specifications, Draft RFP and Agreement <br />Based on the information and direction received in prior tasks, we will prepare the draft RFP, <br />draft the agreement, and criteria to be used in evaluating the proposals received. If the City <br />desires, HF&H will use our exclusive BRAVO approach. <br />0 ase Proposal <br />° equired <br />lternatives <br />s, <br />® ptional Proposals <br />The BRAVO approach divides services into three categories, base <br />services, required alternatives, and optional proposals. Base <br />services are services that will be required to be provided by the <br />winning bidder should they be awarded the contract. Required <br />alternatives are additional programs that proposers are required to <br />propose on, but the service may not be incorporated by the City if <br />the City determines the benefits outweigh the costs. Finally, the <br />optional proposals allows the proposer to incorporate programs <br />that they believe add value to the City that were not initially <br />included in the RFP scope. <br />April 4, 2018 Page 13 HF&H Consultants, LLC <br />
