City of Santa Ana Proposal to Provide Solid Waste Consulting Services <br />RFP NO.: 18-006 <br />City of Inglewood Contact Negotiations/ Competitive Solid Waste <br />Contract Procurement and Contract Management (2012 to 2018) <br />Project Description <br />In 2004, the City retained HF&H to negotiate an agreement that <br />lowered rates, fixed residential increases for three years, and <br />limited disposal cost increases. The City again retained HF&H in <br />late 2011 to assist the City in obtaining a new agreement. The <br />City wanted to offer the existing hauler an opportunity to <br />negotiate an agreement, prior to the City seeking competitive <br />proposals. HF&H then and guaranteed <br />immediately drafted and released a Request for Proposals, disposal capacity <br />including a draft agreement, in order to quickly obtain proposals <br />in time for a possible transition prior to expiration of the current LL <br />contract extension. The agreement included requirements to improve diversion and service <br />requirements, while meeting relevant funding needs. The contract was awarded to Republic <br />Services. We were subsequently retained to assist in monitoring of the franchise hauler's <br />performance. <br />City of Palmdale Competitive Solid Waste Contract Procurement (2016-2017) <br />Project Description <br />In 2015, the City elected to not automatically extend the contract with <br />the exclusive residential and commercial solid waste hauler, Waste <br />Management. The existing agreement was also linked to a separate <br />landfill host fee arrangement which would expire concurrently. The <br />City needed a comprehensive, modern agreement tailored to the <br />City's needs. The City also wanted to seek potential development of <br />new solid waste facilities within the City.
