City of Santa Ana Proposal to Provide Solid Waste Consulting Services <br />RFP NO.: 18-006 <br />City of Newport Beach Competitive Contract Procurement (2013) <br />Project Description <br />City crews provided the City's residential collection services. Per <br />the City's charter, the City may not charge most of its residents <br />for refuse collection. Escalating City costs prompted the City to <br />review many City -provided services. The City operates a transfer <br />station, but only uses approximately half of the available capacity. <br />The City retained HF&H to determine City costs that would be <br />eliminated if the City were to privatize and to evaluate possible <br />savings from outsourcing. We were subsequently retained to <br />conduct a competitive RFP process for solid waste collection. <br />HF&H Solution <br />HF&H determined the City's current costs of operations, and <br />conducted a competitive procurement for services under two <br />collection scenarios: manual single stream collection and <br />automated two -cart collection of refuse and recyclables. HF&H <br />also requested proposals to operate the City's transfer station to generate additional revenue for <br />the City. The City privatized service and awarded a contract to CR&R Waste Services. <br />Client Reference <br />Mr. David Kiff <br />City Manager, Retired <br />Engagement Highlights <br />• $16 million in cost <br />savings <br />• Implementation of <br />automated cart and <br />recycling collection <br />Enhanced services, <br />including HH W <br />collection <br />City of Redondo Beach Competitive Solid Waste Contract Procurement (2011) <br />and Contract Negotiation (in Progress) <br />Project Description Client Reference <br />The City's exclusive residential and commercial solid waste Mr. Jon Emerson, Retired <br />agreement was expiring and the City retained HF&H to conduct a (310) 702-3098 (mobile) <br />competitive procurement process for a new collection agreement. <br />HF&H Solution <br />HF&H assisted the City in conducting 13 public outreach <br />meetings to enable the City Council to decide on future solid <br />waste programs. HF&H drafted an RFP and agreement to <br />address the City's concerns, soliciting long term disposal options <br />and innovative diversion programs. <br />The City received five quality proposals from solid waste <br />companies. HF&H assisted the City in completing agreements <br />with two of the proposers for Council consideration. The contract <br />was awarded to Athens Services.
