Huift-lollars prepared PS&E and right-of-way documents to close an <br />existing gap in Orange County's Master Plan of Arterial Highways between <br />Ortega Highway and the City of San Clemente. This 3.7 mile long, $72 <br />million project was comprised of critical elements that came together <br />for the project's success: working within the Prima Deshecho Landfill <br />and designing controlled access to the landfill; widening an existing <br />section of roadwaythat must remain in operation to serve the landfill and <br />adjacent high school; and pioneering a new madwaythrough undeveloped, <br />mountainous terrain with final roadway grades up to 7%. Huft-Ioilars <br />overcame multiple challenges associated with the following critical <br />elements: moving 15 million cubic yards of earth; performing landslide <br />remediation; mitigating effects of constructing the roadway through a <br />former landfill area and relocating more than one billion pounds (850K <br />cubic yards) of municipal solid waste; relocating two steel lattice electrical transmission towers; actively communicating with impacted <br />communities; and responding to numerous environmental mitigation measures that must be implemented during design and construction. <br />Challenges were also associated with constructing deep drainage culverts, storm drainage systems and water quality basins, two cast in <br />place bridge overcrossing and five 30400t diameter steel multi -plate tunnel undercrossings. Installed approximately 3,000 LF of sewer and <br />domestic water line. <br />The project included Installation of approximately 3,000 LF of sewer and domestic water line and construction/extension of 22 cross culverts <br />beneath the future roadway and a substantial roadway storm drain infrastructure comprised of more than 15,000 linear feet of reinforced <br />concrete pipe; ranging in sizefrom 18to 108 inches in diameter. The roadway storm drain infrastructure segregates roadway runoff from offsite <br />drainage areas in order to facilitate treatment of roadway impervious surfaces. To meet Orange County criteria and NPDES requirements, a <br />total of six combined basins (to address water quality, hydromodification, and detention) were included in the project to address pollutants of <br />concern and meet LID requirements.
