<br />Project Manager in delivering a water, sewer and recycled water
<br />financial plan, cost -of -service analysis, and water budget based
<br />rate design project, Work Included conforming large volumes of
<br />billing data for water budget -based rates, developing financial
<br />models, revenue sufficiency evaluation, debt and bond Issuance
<br />evaluation (financial strategy), long term financial forecasting,
<br />drought rate policies.
<br />Coachella Valley Water District, California
<br />Mark is currently Project Manager for a water, sewer, recycled
<br />water, canal (irrigation) water, and replenishment program rate
<br />study. The scope of work includes a 10-year financial plan, cost -of -
<br />service analysis, and water budget rate design, Analysis
<br />specifically targets the District's debt strategy, a drought surcharge
<br />policy, and restructuring historical Irrigation water rates. All work
<br />are respecting the requirements of Prop 218.
<br />Client; Casitas Municipal Water District
<br />Project Manager In delivering a comprehensive waterfinancial
<br />plan, cost -of -service analysis and rate design projectforthis mixed
<br />agricultural community. One of the project challenges was the
<br />California drought that ended in 2017 for most of the state but
<br />persisted In this small community due to its microciimate and
<br />hydraulic isolation. The scope Included a number of Board meeting
<br />and working sessions, as well as significant public outreach.
<br />City of Ridgecrest, California
<br />Project Manager for a historic sewer rates study which has
<br />positioned the City to be able to debt -finance a new wastewater
<br />treatment facility to replace an aging treatment plant. The study
<br />included the development of Capacity Charges, which will support
<br />the funding of extra capacity being Included in the new treatment
<br />facility. Mr. Hildebrand is currently advising the city in matters
<br />regarding the terms of the lease contract held with the Navy for the
<br />property under the WWTP, and assisting with a business case
<br />evaluation of relocating the plant to a new location and the
<br />potential development of reclaimed water.
<br />City of Bakersfield, California
<br />Project Manager in delivering a highly expedited water rate study
<br />in response to the financial demands of meeting regulatory
<br />requirements associated with trichloropropane In drinking water.
<br />This rate study was completed In about 3 weeks, which included
<br />financial modeling and a comprehensive financial planning report.
<br />City of Coachella, California
<br />Project Manager in delivering a comprehensive water and sewer
<br />financial planning, cost -of -service analysis and rate design project
<br />for this desert community. One of the project challenges was the
<br />change in regulations for Chromium VI in drinking water, which
<br />threatened the affordability of the utility's water services.

<br />Mark was the Project Manager for a Sewer Service rate study
<br />which dynamically Incorporated the uncertain costs of a future
<br />Sanitary Sewer improvement Plan. Based on capital spending
<br />projections, Red Oak calculated legally defensible and financially
<br />sustainable sewer fees. The long-range finance plan optimized the
<br />use of available revenues while meeting reserve targets. Council
<br />members unanimously approved the recommended rates.

<br />Project Manager In delivering a comprehensive water cost -of -
<br />service analysis and rate design project to address significant
<br />reductions In water sales, Examined a variety of scenarios to
<br />provide a cost -basis for tiered rates, consistent with the
