Andy has extensive experience in <br />personally conducting as well as overseeing cost of service <br />allocations, long-term financial planning analyses, and <br />development of alternative rate structures for a variety of utility <br />systems, including water, wastewater, reclaimed water, <br />stormwater, solid waste, recycling, electric, and natural gas. He <br />has been recognized as an industry expert as part of providing <br />testimony in utility rate -related regulatory proceedings in multiple <br />states and territories (including Florida, Michigan, Arizona, and the <br />United States Virgin Islands), as well as before the Federal Energy <br />Regulatory Commission. He has led over 500 studies for 150+ <br />local governments, and has supported our clients in the issuance <br />of $1 billion of bonds for projects in the past 5 years. <br />Mr. Burnham is currently serving on multiple AWWA and WEF <br />Committees, and was actively involved in the recent update to <br />AWWA Manual M1 — Principles of Water Rates, Fees and <br />Charges, notably in regards to outside -city retail rates, wholesale <br />rates, and reuse rates. <br />Project Experience <br />City of Galveston, Texas (Project Manager) <br />Mr. Burnham served as the Project Manager for the City fora comprehensive <br />water and sewer rate study. He developed alternative multi -year financial <br />management plans and notably also assisted the City In making substantial rate <br />structure changes designed to promote affordability for low volume users, <br />conservation for higher volume users, and enhance conformance with accepted <br />industry practices. <br />City of Tempe, Arizona (Project Manager) <br />Mr. Burnham served as the Project Manager on a recent Water and Sewer Rate <br />Study for the City. The study included the development of several alternative <br />multi -year financial plans and corresponding plans of annual rate adjustments. <br />We also completed a detailed cost of service allocation analysis and rate design <br />study, which resulted in recommendations for adjustments to enhance specific <br />linkages to cost of service, and consider reasonable irrigation for larger lots sizes <br />while continuing to provide affordability and conservation pricing for excessive <br />use. Finally, we participated In multiple special-purpose stakeholder meetings to <br />educate the community on the process and the new rate structure. <br />City of Santa Ana, California I Water and Sewer Enterprise Cost of Service Study Slantec 24 <br />
