Request for Qualifications for Affordable Housing <br />Financial Analytical and Advisory Services <br />Julie Roney is a Senior Principal who advises clients on affordable housing policy, <br />economic development and real estate assignments. Julie has performed market and <br />economic feasibility, tax allocation, land disposition and reuse analyses for affordable <br />housing projects for over 20 years, <br />Tim Bretz is a Manager who has been with IWA since 2008. Tim has prepared <br />affordable housing feasibility, market and reuse analyses for the firm's public sector <br />clients. <br />RELEVANT EXPERIENCE <br />County of San Bentardiuo / MultigenerationaI Housing and Library <br />IQvIA assisted the County of San Bernardino in evaluating the financial gap associated <br />with the Bloomington multigenerational housing and public library mixed use project. <br />The project consists of 72 senior -citizen apartment units, 35 family apartment units, and <br />a 6,600 square foot public library. The apartment components of the project are subject <br />to 55 -year income and affordability covenants that allocate the units to households <br />earning between 30% and 50% of the San Bernardino County median income. <br />The developer obtained 9% LIHTCs and conventional financing, The County provided <br />NSP1 and NSP 3 funds, tax-exempt bonds that were secured by property tax increment <br />housing set-aside funds, MHSA funds; and a contribution of water line impact fees. <br />KMA assisted in the negotiations process, quantified the warranted local assistance to <br />the project, and prepared the subsidy layering analysis required by California Health <br />and Safety Code Section 33433. <br />KMA Work Completed: 2014 <br />Contact Person: Dena Fuentes, Director of Redevelopment and Housing <br />Telephone Number: 909.387.4392 <br />Email: dfuentes®rda.sbcountv.eov <br />City offfimhngtou Beach l Disposition of Ciljr Owned Property <br />The City of Huntington Beach engaged KMA to evaluate the options for selling or <br />holding a 164 -unit City -owned apartment project targeted to very -low and low income <br />senior citizens.
