Request for Qualifications for Affordable Housing <br />Financial Analytical and Advisory Services <br />controls. KMA recommended that the City market the project to housing developers <br />that could acquire and rehabilitate the property to modern standards using LIHTCs and <br />tax exempt multifamily bond financing. KMA evaluated the purchase offers,- <br />recommended <br />ffers;recommended income and affordability requirements to maximize outside leveraging <br />sources; and compared the financial terms and structure of the purchase offers. The I(MA analysis was performed in accordance with <br />the HOME final rule, and it included an evaluation of the developer's cost projections; <br />rent and operating expense estimates; and the proposed funding sources. The proposed <br />funding sources included conventional financing, 9% LIHTCs, and MRSA funds. IMA <br />quantified the amount of HOME funds required to ensure the affordability of the <br />project, and reviewed and evaluated the financial wherewithal of the developer to <br />undertake the proposed project. <br />KMA prepared a HOME layering analysis and SB 341 analysis for the proposed 82 -unit <br />Lemon Grove Apartments project.
