RFP No. 18-043 A2 —Hazardous Materials Surveys <br />On -Call Services for the Orange County Great Park, Irvine, California <br />Reference: Gregg Gipe, City of Irvine <br />(949) 724-6000; ggipe@cityofirvine.org <br />Ninyo & Moore provided on-call environmental services <br />for the City of Irvine for their Orange County Great Park <br />project. The former Marine Corps Air Station EI Toro is <br />being transformed into the Orange County Great Park a 'i <br />located In the geographic center of Orange County. A <br />project area spanning approximately 4,600 acres, with <br />more than 200 acres developed and 688 acres in <br />planning and design and fully funded, the Great Park <br />master plan Includes recreation; competitive sports <br />facilities and parkland; preserves the environment and <br />Orange County s agricultural heritage; and honors the <br />military history of the former air base. Future plans <br />include a 188 -acre golf course and golf practice facility and clubhouse, 71 -acre agriculture <br />component, a 40 -acre Bosque area near the Trabuco entrance, 36 -acre Upper Bee Canyon area <br />and Improvements that will connect the Great Park to Irvine Boulevard, as well as the 178 -acre <br />Wildlife Corridor. Upon completion, the Orange County Great Park will join America's inventory of <br />national treasures and set a new standard for great metropolitan parks around the world. <br />Ninyo & Moore's on-call environmental support contract included providing environmental <br />consulting, observation, monitoring, and reporting related to the demolition of existing structures and <br />the construction of the Great Park by the developer who is currently developing 688 acres Into a <br />sports park with 18 new soccer and multi -use fields, 25 tennis courts, 4 sports courts, 12 <br />baseball/softball fields, and 5 sand volleyball courts. To date services have included the oversight of <br />removal of non -recyclable, non -hazardous, and hazardous materials encountered during demolition <br />and grading. We were expected to respond within 4 hours to assist with health and safety <br />evaluations; identification, abatement, remediation, or legal disposal of contaminated soil, LBP, <br />ACMs, underground tanks, drums, wastes, pipelines, and the litany of other materials that might <br />have been used, abandoned, and not documented at a military facility of this type and vintage. In <br />addition to environmental support, the project includes some geotechnical support. Ninyo & Moore <br />has responded to more than 20 callouts and completed assessments; provided oversight during <br />removal and disposal activities performed by the City's remediation contractor, performed <br />confirmation sampling and clearances; and prepared closure reports for the sites.
