RFP No. 18-043 A2 — Hazardous Materials Surveys <br />City of Temple City, Phase I and Phase II Environmental Site Assessments and Hazardous <br />Building Materials Surveys <br />Reference: Brian Haworth, City of Temple City <br />(626) 285-2171; bhaworth@tempiecity.us <br />proper removal and disposal of hazardous building <br />federal regulations. <br />Ninyo & Moore performed a HBMS, a <br />Phase I Environmental Site Assessment <br />(ESA), and a Phase II ESA for a previ- <br />ously -occupied mortuary property and <br />four apartment structures within the City <br />of Temple City. <br />The HBMS followed EPA and HUD <br />guidelines and based on the survey re- <br />sults, Ninyo & Moore prepared hazard- <br />ous building material abatement specifl- <br />cations for the City of Temple City to use <br />as bid documents for upcoming work <br />practices and required regulations for the <br />materials in accordance with local, state, and <br />The Phase I ESA was performed in accordance with the current ASTM International (ASTM) <br />Standard Practice for Environmental Site Assessments on Commercial Real Estate E 1527, the <br />objective of the Phase I ESA was to identify, to the extent feasible pursuant to the process described <br />in the current ASTM Practice E 1527, recognized environmental conditions (RECs), which are <br />defined by ASTM as "the presence or likely presence of any hazardous substances or petroleum <br />products on a property under conditions that indicate an existing release, a past release, or a <br />material threat of a release of any hazardous substances or petroleum products into structures on <br />the property or into the ground, ground water, or surface water of the property." Although no RECs <br />were Identified, based on the results of the Phase I ESA, the City requested a Phase II ESA to <br />address some identified potential issues related to lead in soil.
