11. Findings of Fact with respect to environmental impacts, including <br />environmental impacts identified in the Final SEIR as potentially <br />significant, but which the City finds can be substantially lessened <br />through the imposition of feasible mitigation measures identified in <br />the Final SIER, are described in Exhibit A attached hereto and <br />Incorporated herein by this reference. As a result of the <br />environmental analysis in the SEIR, one significant impact was <br />found from the construction of the proposed Elan project that <br />pertains to loss of an eligible historic resource. Accordingly, the City <br />has also prepared a Statement of Overriding Considerations in <br />compliance with Public Resources Code Sections 21081 and <br />CEQA Guidelines Section 15093, which finds that specific <br />economic, legal, social, technological, or other benefits of the <br />proposed project outweigh the significant and unavoidable impacts <br />identified in the EIR. This Statement of Overriding Considerations is <br />also described in Exhibit A attached hereto and incorporated herein <br />by this reference. <br />12. Mitigation measures have been provided to address potential <br />environmental impacts, with a list of these mitigation measures <br />found within the attached Mitigation Monitoring and Reporting <br />Program (MMRP) attached hereto as Exhibit B and incorporated <br />herein by this reference. Mitigation measures have been outlined <br />to address potential impacts stemming from adoption of the original <br />MEMU EIR and the 2018 MEMU expansion and amendments <br />Project's SEIR. <br />13. All the requirements of CEQA and the State CEQA Guidelines have <br />been satisfied by the City in the Final SEIR, which is sufficiently <br />detailed so that all of the potentially significant environmental <br />effects of the proposed Project have been adequately evaluated. <br />14. The Final SEIR prepared in connection with the proposed Project <br />sufficiently analyzes both the feasible Mitigation Measures <br />necessary to avoid or substantially lessen the proposed Project's <br />potential environmental impacts and a range of feasible alternatives <br />capable of eliminating or reducing these effects in accordance with <br />CEQA and the State CEQA guidelines. <br />15. All of the findings and conclusions made by the City Council\ <br />pursuant to this Resolution are based upon the oral and written <br />evidence presented to the City Council as a whole and not based <br />solely on the information provided in this Resolution. <br />Resolution No. 2018-xx <br />Page 5 of 13 <br />75A-129 <br />
