Prior to taking action, the City Council has heard, been presented <br />with, reviewed and considered all of the information and data in the <br />administrative record, including the Final SEIR, and all oral and <br />written evidence presented to it during all meetings and hearings, <br />all of which is incorporated herein by this reference. <br />17. The City has not received any comments or additional information <br />that produced substantially new information requiring recirculation <br />or additional environmental review under Public Resources Code <br />sections 21166 and 21092.1 and State CEQA Guidelines section <br />15088.5. <br />H. General Plan Amendment No. 2018-03 has been filed to amend the General <br />Plan to change the land use designation of certain parcels located in the <br />existing Metro East Mixed Use (MEMU) Overlay Zone (OZ -1) and in the <br />proposed MEMU expansion area to be consistent with the current land uses <br />and proposed zoning designations in the MEMU project area. The <br />amendments will designate properties located in both the existing MEMU <br />area and in the MEMU expansion area as Urban Neighborhood (UN) or <br />District Center (DC) as shown on Exhibit C, attached hereto and <br />incorporated herein. <br />Currently, the land use designations of the properties are inconsistent <br />with the proposed OZ -1 designation. This project will require <br />amendments to the Land Use and Urban Design elements of the <br />General Plan to designate parcels in the MEMU expansion area <br />either UN or DC, and parcels within the existing MEMU area either <br />UN or DC, to match current or anticipated land uses. <br />2. The proposed MEMU project will be consistent with several goals and <br />policies of the 2014 Housing Element. First, the project is consistent <br />with Goal 2, which encourages diversity of quality housing, <br />affordability levels, and living experiences that accommodate Santa <br />Ana's residents and workforce of all household types, income levels, <br />and age groups to foster an inclusive community. Second, the MEMU <br />project supports Goal 4 to provide adequate rental and ownership <br />housing opportunities and supportive services. Further, the MEMU <br />project is consistent with Policy HE -2.2 to create District Centers with <br />high intensity, mixed-use urban villages and pedestrian -oriented <br />experiences; and Policy HE -2.4 to facilitate diverse types, prices, and <br />sizes of housing.
