View into Lobby from Officer Stations <br />be maintained. <br />Officer Stations <br />Visiting - This space is used for the purpose <br />of family, friends and attorney visits with <br />inmates at the Jail. Family visiting is a function <br />that needs to be monitored and controlled by <br />staff. Visiting can take the form of contact or <br />non -contact. Contact visiting means that there <br />are no barriers between the inmate and visitor. <br />Non -contact visiting usually means the <br />presence of a security glass barrier between <br />the inmate and visitor, and where <br />communication is conducted through a port in <br />the glass or an electronic device such as a <br />telephone. The latter type of visiting is usually <br />implemented when a potential security risk <br />exists, either from the family or inmate. <br />Attorney visiting usually requires a sound- <br />proof area where attorney-client privilege can <br />Standards - Title 24, indicates that space for visiting shall be provided in the Jail. Title 15, specifies that <br />the inmate shall have the opportunity for shall be allowed one or more visits, totaling at least one hour, <br />per week. The regulations do not specify the type of space required for visiting. This is usually left to the <br />Jail Administrator to determine, considering security levels, risks, separation, segregation, case law, <br />county, state and national policy, and design constraints. <br />EXISTING CONDITIONS AT THE SANTA ANA CITY JAIL FACILITY <br />The Santa Ana City Jail uses non -contact visitation for the inmate population. There are three contact <br />visitation rooms for attorney-client face-to-face contact visitation. In some instances, visitation can be a <br />problem in maintaining a contraband -free facility. Therefore, staff must continually provide searches of the <br />inmates returning to their cells or dormitories. Due to changing inmate populations, contraband control is <br />a constant threat in any jail facility. <br />The total space allocated to the Visitation function is 4,399 square feet. <br />Appendix B. <br />65A-160 <br />
