SECTION 4: ANALYSIS AND EVALUATION OF JAIL REUSE OPTIONS <br />Santa Ana City Jail Reuse Feasibility Study <br />The information in this section of the <br />Feasibility Study provides an in-depth review <br />and analysis of the five Jail reuse building <br />options that were selected for the follow-up <br />primary research and evaluation work <br />conducted by the Vanir consultant team. The <br />assessment process and information compiled <br />and analyzed for each Jail reuse feasibility <br />option included (a) summary building reuse <br />descriptions, (b) facility impacts and identified <br />modifications, (c) major functional use area <br />floor space changes, and/or other significant <br />considerations that are effected through the <br />implementation of each jail reuse option, (d) <br />Santa Ana City Jail Complex summary conceptual fiscal cost analysis <br />statements, and (e) a summary outline of <br />major strengths, weaknesses, opportunities, and negative impacts associated with the implementation of <br />each reuse option. <br />The assessment of the building's floor space modifications identified for each jail reuse option focuses on <br />factors covering (a) participants / occupants, (b) functional activities, (c) space requirements, (d) special <br />requirements, (e) planning considerations / adjacencies, and (f) furniture / equipment. As part of the <br />assessment evaluation process, the consultant team also utilized an SWOT analysis strategic planning <br />technique to identify the strengths, weaknesses, opportunities, and negative impacts associated with <br />each jail reuse option. The SWOT analysis is intended to take the objectives of each reuse option or <br />project and identify the internal and external factors that are favorable and unfavorable for achieving <br />individual project objectives. <br />The planning process used to finalize the five jail reuse options this Feasibility Study addresses relied on <br />specific discussions and input developed from the (1) City Council, (2) community at large, and (3) City <br />Manager's office staff. For the City Council's input, a workshop was initially organized to begin identifying <br />priority options for the Jail Reuse Feasibility Study. The consultant team prepared supporting jail <br />planning handout documents which were reviewed at the discussion forum with the City Council. The <br />forum was intended to aid Council members in further understanding jail conditions, opportunities, and <br />constraints that would be considered during the follow-up evaluation planning for the Jail facility. The <br />overall goal of this process was to undertake and get broad-based input from the Council and Department <br />administrators on individual options and assessment criteria which would aid the City in establishing the <br />primary reuse options the consultants evaluated in depth and reported back findings, data, and future <br />recommendations for the jail. <br />The consultants also prepared and presented an Executive Summary handout which identified overall <br />conclusions about City Jail facility space, custody levels, and condition of building systems. The summary <br />highlighted key City Jail bookings, inmate population, and financial operational trends. The document <br />also provided other information about the Jail's building characteristics, space, constraints, and adequacy <br />of defined functional use areas in comparison to other contemporary detention facilities constructed <br />throughout the state. Vanir also developed sample criteria for the reuse option evaluation which were <br />discussed in the form of a planning matrix. The criteria matrix was intended to assist the Council in <br />54 <br />65A-61 <br />
