understanding major operational scheduling and financial impacts associated with implementing specific <br />reuse ideas or options. Examples of the sample reuse criteria that were examined included (a) work <br />needed to implement option, (b) likely implementation schedule, (c) cost investment, and (d) community <br />impact. <br />Using the information and results assembled through the City Council forum, the City Manager's staff <br />developed and implemented a second process to secure additional feedback from the community on the <br />priority options the Vanir consultant team would analyze and report back to the City Council through the <br />Jail Feasibility Reuse Study. The work with the City stakeholders and identified interested advocates was <br />used to gather public input, concerns, and other potential impacts associated with the jail reuse options <br />the City would be evaluating. <br />The City staff organized three community meetings which took place during the month of August and <br />September 2017. The meetings were held with (a) interested local Santa Ana community advocacy <br />groups, (b) Santa Ana Chamber of Commerce Government Affairs Council, and (c) a city-wide public <br />citizen forum conducted at the City Hall's Council's Chambers. The goal of the three planning sessions <br />was to secure resident input on the key reuse options the consultant team should focus its analysis on <br />when considering the conversion of the Jail complex to other uses. <br />The range of potential jail reuse option suggestions which came from City Council members and other <br />public group representatives is summarized below: <br />Santa Ana City Jail Reuse Feasibility Study <br />City Council and Community Meeting Feedback and Suggestions <br />For Potential Reuse Options <br />❑ City Council Discussion Forum: At a scheduled public workshop discussion <br />forum, the following perspective options that could be undertaken in the Jail Reuse <br />Study were identified: <br />• Criminal Justice Detention Reuse Options <br />- Temporary Jail Holding Facility staffed with City personnel <br />- Type If Jail with City personnel <br />- Type II Jail without City personnel <br />- CDCR Transitional Reentry Facility <br />- Contract City Jail to Orange County Sheriff <br />- Contract City Jail to Federal Bureau of Prisons <br />■ Other Potential "Out -of -Box" Jail Reuse Options <br />- Convert City Jail site to mental health facility <br />- Renovate City Jail to data center facility with support space for specialized <br />automated equipment and other dedicated space <br />- Reconfigure City Jail facility to accommodate police evidence / property <br />storage areas <br />- Establish homeless shelter housing with supportive services space <br />- Renovate Jail to accommodate youth hostel and/or privately operated hotel <br />❑ Community Input Feedback Process: Three City stakeholder, community <br />advocate and interested citizen forums were conducted by City Manager's staff to <br />secure resident input on potential options considered for the Jail Reuse Feasibility <br />Study.
