RFP No. 18-043 Al - Environmental Site Assessment <br />collected on March 16, 2012. This exceeds LTCP criteria of 100 mg/kg, which may hinder the <br />ability to close the site. As such, the RWQCB may require that soils in known hot -spot areas be <br />excavated and removed between approximately 5 and 10 feet logs, or to first encountered <br />groundwater. <br />• The HHRE conducted during the Phase II ESA may determine a VEC for future residential <br />occupants. Because of this, future residential site structures may require vapor mitigation <br />measures. The most cost-effective mitigation measure for this site will likely be to install a vapor <br />barrier as part of the foundation system of new structures. The additive construction costs for <br />such a system is estimated to be approximately $3-$7 per square foot of foundation. <br />Once the RWQCB agrees to case closure and termination of the groundwater monitoring program, Ninyo <br />& Moore will obtain permits from OCHCA to abandon the groundwater monitoring wells in accordance <br />with California Well Standards Bulletin 74-90 and OCHCA permit regulations and requirements. The <br />RWQCB will send the RP a correspondent letter notifying when it is appropriate to proceed with well <br />abandonment/decommissioning activities. Additionally, a "no further action" letter will be issued for the <br />site to document case closure after all necessary administrative/procedural processing and public <br />notification requirements have been completed in accordance with agency guidance/protocol and <br />applicable law. <br />ANTICIPATED DELIVERABLES <br />Ninyo & Moore anticipates the following deliverables will be prepared for this work: <br />• Scoping Document for the City and RWQCB <br />• Phase I ESA Report including VEC evaluation <br />• Phase 11 ESA Work Plan (including SAP, QAPP, HASP, and CHASP) <br />• Permit applications <br />• Phase 11 ESA Report (including HHSE, geophysical survey report, analytical laboratory reports, and <br />waste manifests) <br />• Groundwater Monitoring Report <br />• Site Closure Report <br />• Permit closeout submittals <br />• Cost to Closure Estimate <br />PROPOSED SCHEDULE <br />Ninyo & Moore's proposed schedule to perform Tasks 1 through 6 at the ARCO Service Station #5147 in <br />Santa Ana includes the following: <br />Preparation of Phase I ESA <br />4 weeks <br />Develop a Phase 11 ESA Work Plan based on the results of the <br />3 weeks <br />Phase, IESA <br />Implementation of the Phase 11 ESA Work Plan <br />1 week <br />Preparation of the Phase ll ESA Report <br />3 weeks <br />Annual Groundwater Monitoring Event <br />1 week <br />Preparation of the Annual Groundwater Report and upload to <br />3 weeks <br />GeoTracker <br />Permit closeout submittals & Cost to Closure Estimate <br />12 weeks <br />Ninyo & Moore I City of Santa Ana - (A1) Environmental Site Assessment 105-00713 1 June 5, 2018 <br />
