He is an <br />experienced geologist specializing in conducting soil and groundwater investigations <br />of complex sites impacted by soil, soil gas and groundwater contamination, imple- <br />menting soil and groundwater remediation, preparation and implementation of soil <br />removal/remedial action, and groundwater resource analysis. Mr. Lizzi is responsible <br />for senior technical review of all environmental soil and groundwater documents. As <br />a program manager, he is also experienced in interacting with regulatory agencies <br />(city, county, state agencies [SWRCB and DTSC]) on behalf of clients to assist the <br />agencies to understand the type of impact, and full extent of the contaminant release <br />to expedite the approval of remedial plans, cleanup process and obtain a no further <br />action letter. <br />City of Irvine, On -Call Services for the Orange County Great Park, Irvine, Cali- <br />fornia: Technical Advisor for this on-call environmental support contract. The former <br />Marine Corps Air Station EI Toro is being transformed into the Orange County Great <br />Park. A project area spanning approximately 4,600 acres, with more than 200 acres <br />developed and 688 acres in planning and design and fully funded, the Great Park <br />master plan includes recreation; competitive sports facilities and parkland; preserves <br />the environment and Orange County's agricultural heritage; and honors the military <br />history of the former air base. To date services have included the oversight of remov- <br />al of non -recyclable, non -hazardous, and hazardous materials encountered during <br />demolition and grading, identification of hazardous materials used in the construction <br />of buildings such as asbestos, PCBs, and lead-based paint, small scale removal and/ <br />or abatement of asbestos -containing materials and lead-based paint from structures <br />scheduled for demolition or renovation, provided oversight during removal and dis- <br />posal activities performed by the City's remediation contractor; performed confirma- <br />tion sampling, and prepared closure reports. <br />City of Brea, The Tracks at Brea, Brea, California: Principal -In -Charge for this proj- <br />ect which involved preparation of remedial action plans (RAPS) for two sites identified <br />with shallow arsenic contamination along the approximately 3.5 -mile dual -tread pe- <br />destrian and bicycle trail to be developed along a railroad corridor utilizing abandoned <br />railroad rights-of-way and other properties. A Mitigated Negative Declaration and a <br />Phase I and Phase II Environmental Site Assessments (ESAs) have been complet- <br />ed for the sites. The RAPS were developed based on the results of Phase II ESAs <br />performed at the two sites. The RAPS included relevant figures and maps depicting <br />the results of the Phase II ESAs and implementation of the selected remedial action, <br />The RAPS were approved by the Orange County Health Care Agency (OCHCA) for <br />implementation. <br />National Groundwater Association City of Los Angeles Department of Recreation and Parks, On -Call Environmen- <br />tal Consulting Services Contract Los Angeles, California: Principal Geologist for <br />technical review of environmental documents including work plans and Phase II Envi- <br />ronmental Site Assessments (ESAs) for conducting environmental site assessments, <br />identification of hazardous building materials, and supervised the surface sampling <br />Anthony J.
