1. STATEMENT OF QUALIFICATIONS <br />a. Cover Letter <br />July 12, 2018 <br />City of Santa Ana <br />Attn: Armando Fernandez <br />Public Works Agency <br />20 Civic Center Plaza, 3rd Floor Reception, Ross Annex <br />Santa Ana, CA 92701 <br />Dear Mr. Fernandez, <br />SCST, Inc. is pleased to submit our proposal to provide Geotechnical Engineering Services. SCST has been <br />providing geotechnical engineering, and inspection and testing services since 1959. We are a Disabled Veteran <br />Business Enterprise (DVBE) certified through the state of California, and a Service -Disabled Veteran -Owned <br />Small Business (SDVOSB) certified through the Department of Veterans Affairs CVE. <br />Company -wide, we employ over 200 staff members, including licensed geotechnical and professional engineers, <br />engineering geologists, environmental engineers, certified inspectors and testing technicians, and the appropriate <br />support personnel. To save our clients time and money, the majority of our inspectors and technicians are multi - <br />carded by various local and national agencies, including the International Code Council (ICC), American Welding <br />Society (AWS), and American Concrete Institute (ACI), to minimize the assignment of multiple field staff. With the <br />resources of over 60 multi -certified technicians and inspectors in southern California who are SCST fully benefited <br />employees, we have the resources that allow our senior management team to make a commitment to the City that <br />the personnel listed will be available for the duration of the project. <br />SCST's point of contact for this contract will be Isaac Chun, PE, GE. He will serve as SCST's project manager, <br />and is the person responsible in regards to the required services and contractual matters. Isaac can be contacted <br />at ichun@scst.com or via cell phone at 909.957.3448. <br />Our four owned and operated southern California laboratories, including our Pico Rivera laboratory, are certified <br />by the cities of Los Angeles and San Diego, and various regulatory agencies including the AASHTO Material <br />Reference Laboratory (AMRL), Caltrans, Cement and Concrete Reference Laboratory (CCRL), and the US Army <br />Corps of Engineers. Our Newport Beach office is located 8 miles from the City of Santa Ana's offices. <br />SCST has worked on all types of municipal projects, including streets, bridges, highways, pipelines, sewers, storm <br />drains, parks, libraries, and other municipal buildings. We have worked for over 25 municipalities in southern <br />California providing geotechnical engineering and materials testing and inspection services on an on -call basis. <br />SCST will deliver a commitment to the City and a focus on communication, cost, schedule, quality, and safety.
