WT <br />1. STATEMENT OF QUALIFICATIONS <br />SCST will take complete responsibility for the accuracy <br />and completeness of any submitted information. <br />Deliverables will include geotechnical reports, mix <br />design review reports, close-out/final reports, test <br />results, field daily reports, and non-compliance logs. <br />Geotechnical considerations affecting proposed <br />developments throughoutthe citywill be the presence of <br />liquefiable soils and shallow groundwater. Liquefaction <br />is a process in which soil grains in a saturated deposit <br />lose contact afterthe occurrence of earthquakes or other <br />sources of ground shaking. The soil deposit temporarily <br />behaves as a viscous fluid; pore pressures rise, and the <br />strength of the deposit is greatly diminished. Based on <br />our review of the California Geologic Survey's available <br />seismic hazards maps, a large portion of the city is <br />in a liquefaction potential zone. In addition, shallow <br />groundwater should be expected throughout the city. <br />Any assumptions and/or exclusions used in preparation <br />of a scope of work and associated fee estimated will <br />be included with the proposal for each requested TO or <br />project. <br />SCST has a long established Quality Assurance <br />Program (QAP) in place to ensure our team members <br />perform work accurately and in conformance with all <br />project specific codes, requirements,and standards. As <br />part of SCST's QAP procedures, an SCST professionally <br />licensed engineer is responsible for reviewing all <br />reports prior to submission. This includes field testing, <br />analyses, subcontractor's work products, and the <br />transmittal of laboratory test results. Our experienced <br />technical reviewer staff members review data collection, <br />calculations, analysis, interpretation, and reporting. Our <br />project manager reviews cost control, conformance with <br />task expectations, and documentation for contractual <br />obligations. <br />SCST maintains a system of checks and balances <br />to ensure our projects are of the highest quality. <br />SCST's laboratory participates in the AMRL and CCRL <br />proficiency -sampling program to confirm our team <br />d. Understanding of N <br />provides accurate reporting of laboratory tests. SCST is <br />recognized for high quality test results. Careful chain of <br />custody is managed by Agile Frameworks MetaField® <br />V2.6 software. Samples are logged and assigned testing <br />electronically from the field at the time of sampling, <br />delivered to SCST's laboratory and are immediately <br />scheduled for testing at required dates by the <br />appropriate testing methods. Test results are managed <br />and forwarded also using Agile Frameworks MetaField® <br />V2.6 to SCST's Project Manager for review and <br />distribution. Should testing result in non-compliance, the <br />designated District representative is notified immediately <br />and a log of non-conformance is automatically tracked <br />per project using the MetaField® V2.6 system. <br />SCST's principals and project managers are committed <br />to our Quality Assurance Program (QAP). They are <br />not only responsible, but take pride in the quality of <br />our services and overall compliance, accuracy, and <br />thoroughness of our reporting methods. SCST is <br />structured to provide QA oversight on a continuing <br />basis and to monitor performance and adjust or modify <br />resources when necessary to improve a program or <br />project. <br />To provide QA oversight on a continuing basis, we <br />empower staff assigned specifically to monitor quality <br />and safety. We hold regular meetings with our technical <br />staff to maintain their familiarity with QA/QC standards. <br />Our field supervisors visit with our field inspectors and <br />technicians on -site on a regular basis to check and <br />confirm quality procedures.
