3. At the close of the donation period, the department shall verify that each <br />donating employee has accrued vacation and/or compensatory time <br />balances sufficient to cover the designated donation. <br />4. The department shall submit all approved donation authorizations for an <br />eligible, employee at. one time for processing. No donation authorizations <br />for the eligible employee will be processed after this period. However, <br />employees who receive donations under this procedure and who exhaust all <br />donated hours may request an additional donation period subject to the <br />provisions of Section A above. <br />The City shall add the donated time to the recipient's sick leave account. <br />23.4 Joint Labor Management Teams. The City and the Union agree to form Joint Labor <br />Management teams for the purpose of exploring issues of mutual concern. Each team shall <br />be comprised of an equal number of labor and management employees and shall be chaired <br />by the Employee Relations Manager. In no case shall the activity of a team create a delay <br />or hindrance to the ongoing operation of the City. The City and the Union shall hold a <br />meeting upon the City's or the Union's written request to meet. <br />23.5 Performance Appraisals, Non -probationary performance appraisals not completed within <br />six (6) months of the due date shall be, 'stayed and the employee shall next become subject <br />to evaluation upon the end of the evaluation period next. following. Provided that merit <br />advance performance appraisals shall be completed in accordance with Article IV - <br />Salaries, Section 4.8 —Advancement Within Ranges. <br />23.6 Driving City Vehicles. <br />A. Driver's Alert Decal -Based Monitoring Program By identifying high-risk driving <br />behavior and drivers who engage in unsafe driving acts, the purpose of this program <br />is to intervene quickly to correct and control these risk factors and high-risk <br />activities. <br />Driver's Alert SMART RISKT"t identifies the specific drivers who are at high risk <br />to cause an at -fault crash, so it can be prevented, Reporting is done via 1 (800) <br />number and an identification number on "How Am I Driving?" decals affixed to <br />City vehicles! Reports will be transmitted to the impacted manager and can include <br />complaints or compliments regarding a driver's activity. <br />There is currently no discipline or reward policy in place that world impact <br />employees being reported by this program, <br />B. Automatic Vehicle Location (AVL) System. The automatic vehicle location (AVL) <br />system is a means for automatically determining the geographic location of a <br />vehicle and transmitting information to a requestor. <br />72 <br />
