Engineers <br />Exhibit A <br />Scope of Services <br />City of Santa Ana, RFQ # 17-043 <br />Rincon Consultant shall provide environmental study, on -call land use planning, and related technical study services in <br />accordance with California Environmental Quality Act (CECIA), California land use law, and the National Environmental Policy <br />Act (NEPA), as set for in the City's Request for Qualifications for Environmental and Planning Services. Our firm has <br />successfully prepared hundreds of CEQA/NEPA documents for agencies throughout California, including the City of Santa Ana <br />and has provided on -call services for cities and counties throughout California. <br />As requested by the City of Santa Ana, Rincon shall assist with the preparation and processing of environmental review <br />documents including the following: <br />• Initial Studies addressing all of the environmental Impact categories listed on the City's Initial Study checklist <br />a Notice of Preparation <br />a Notice of Availability <br />• Notice of Determination <br />o Categorical Exemption <br />a Negative Declaration <br />a Mitigated Negative Declaration <br />a Environmental Impact Report (Program, Focused, Master, Staged) <br />a EIR Addendum, Supplemental EIR, Subsequent EIR <br />a Mitigation and Monitoring Program <br />o Response to Comments <br />a Statement of Overriding Considerations <br />a NEPA compliance documents <br />a Statutory Worksheets <br />a Assistance with analysis of telecommunication facility applications and economic Issues <br />As requested by the City of Santa Ana, Rincon shall prepare the following technical studies in support of CEQA or NEPA <br />document preparation: <br />a Air Quality Study <br />a Health Risk Assessment <br />o Noise Impact Study <br />a Hydrology/Water Quality Study <br />a Biological Resource Assessment <br />a Mineral Resources Study <br />a Cultural/Historic/PaleontologicalResources <br />a Water Supply Assessment <br />Surveys and Studies <br />a Photometric and Light Studies <br />a Environmental Site Assessment <br />a AB 52 Compliance Assistance <br />a Geological/Soil Study <br />a Environmental Permitting <br />Global Climate Change and Greenhouse <br />Gas Assessment <br />When detailed studies for such issues as traffic, utility/sewer, and geotechnical concerns are required, Rincon shall utilize the <br />services of subconsultants specifically qualified for those reports, such as Linscott Law & Greenspan, Fuscoe Engineering, and <br />Geocon West. <br />[]a <br />
