Using the <br />existing cost recovery model as the performance metric <br />for cost recovery, standard financial reports were used <br />to develop a customized report that aligned true cost <br />of services and revenues received with all activities <br />and programs offered. Cost recovery was analyzed for <br />adherence to policy and California law regarding fees for <br />public sector services. Recommendations were made <br />to evolve the existing model to much more adequately <br />provide direction to staff and establish meaningful cost <br />recovery targets for the future. This methodology is <br />intended to build upon existing policy to better serve the <br />public, clarifying policy intent, and providing direction for <br />fulfilling policy requirements. It provides a philosophical <br />underpinning for determining assignments of cost <br />recovery targets to all of the programs and services <br />offered, assuring alignment with community values, and a <br />fair and equitable fee structure. <br />H bac.
