ENCINITAS, CALIFORNIA <br />FINANCIAL SUSTAINABILITY PROJECT <br />Reference: <br />Lisa Rudloff, Former Director of Parks and Recreation <br />20 Civic Center Plaza, <br />Santa Ana, CA 92701 <br />(714) 647-54001 Irudloff@santa-ana.org <br />Project: In an effort to continually improve and enhance <br />services and overall organizational effectiveness, the Parks <br />and Recreation Department (PRD) utilized an extensive <br />process to address financial sustainability through the <br />creation of a Resource Allocation and Cost Recovery <br />Philosophy, Model, and Policy and a Services Assessment. <br />This project provided an evaluation of the current system, <br />along with an assessment of current programming, and <br />future potential alternative providers, customer service, <br />revenue generation, and long-term Department fiscal <br />efficiency and sustainability. This comprehensive effort and <br />approach to providing services is undertaken to introduce <br />and implement strong "best practice" business tools to the <br />Department, including the Pyramid Cost Recovery Model <br />and the Services Assessment Matrix.
